This research subscribes to the orientation that considers rural and urban space as representing a continuum. It recognises the specific identity of each space, without ignoring or overlooking economic, social and cultural interferences, exchanges and interactions. In addition to methodology, scale is another important aspect in defining the model to be applied. It may be concluded, for example, that the areas with most deprivation have fewer crimes involving robbery of vehicles or residences. In this project, we were assisted in our research by O Silêncio dos Inocentes and Financial Times, However, he believes that it was not this that caused the defeat of the Movement in this case, for when they were united, the strategies were mutually complementary and well worked-out. This new concept, which fuses tourism and technology, should attract more visitors, particularly younger ones (who may return more often to the region). Number of users per nurse. Resident population by village and location of ZZZZ Health Units They are used in practically all the repossession cases involving the ZZZ in most Brazilian states. In 2007, the countries of the European Union reported 54 crimes on average per 1000 inhabitants. At the top of the list were Sweden, and England and Wales, where levels of reported crime were more than double the European average; in the Mediterranean countries and those that have more recently joined the European Union, the levels are much lower. Cyprus registered the lowest rate of all, with only 10 reported crimes per 1000 inhabitants. Cholera, for example, is spread through contaminated water and foodstuffs, and people infected with it suffer from diarrhoea that frequently leads to serious dehydration and death. However, given the many different types and forms of ZZZ that exist, the relationship between these spaces, the practice of physical activity and health has not yet been clearly demonstrated (Tzoulas et al., 2007). Given the importance for this study of Health Centre accessibility, a model was prepared that enabled the distances to be gauged that populations would have to travel to reach their nearest Health Care Unit, attempting to reflect the conditions of the terrain and establish the time that would be taken. And so... I married in August, and the next August my daughter was born. One of the presuppositions included in this model was that the geographic accessibility of a WUGS strongly determines its frequency of use. The title deed is usually presented as proof of ownership, as if this were equivalent to the exercise of possession mentioned above. Although satellite imaging is an excelling source of information concerning land use, particularly as it shows up the woodland cover, it was not possible to obtain an image of the island with sufficient resolution, due to its location. The magistrate dismissed the motion for a preliminary injunction, considering the Movement's actions to be legitimate and the property to be unproductive, and therefore undeserving of legal protection. Thus, the Movement was allowed to remain camped in the area until ZZZZZ took it over. The number of land occupations increased dramatically after 1995, when Fernando Henrique Cardoso began his presidential mandate. Some of these technicians and services may be contracted externally. According to information provided by the Coimbra City Council, this index is 2.3 m/inhabitant, which makes Coimbra very deficient in this type of infrastructure, according to the criteria required for the main green space structure. The Movement came into existence in 1979 with the occupation of the Famalicão estate in the city of Ronda Sporting and went on to engage in other struggles in the State and throughout the country, generating leadership and raising consciousness of the need to make conquests in favour of land reform. Railway line and stations l Bridges, roads, paths and ancient trails l Former industrial fabric l l Wharfs and jetties l Infrastructure connected to the collection, treatment and distribution of water l Civil and religious architecture l Natural and environmental heritage (wildlife, brooks, streams, wetlands and riverside woodland l Views l Military architecture (defensive system of the Lower Mondego) l Ancient paddyfields (water mills) l Irrigation systems and hydroagriculture l River flood systems (dykes and sluices) l Former occupations that took place at the river or on its banks (washerwomen, fishermen, transport boats, water transporters. l Oral and ethnographic traditions (folk music and dancing, the sounds of the river) l Intangible heritage: Interpretive Syntax (work method) of the Heritage Park Crime also has a great impact upon the emotional and physical health of victims, causing behavioural alterations which may have serious consequences for the whole community. Cases of cholera per 1000 inhabitants - Oct. But I was lucky... Thank God, I was lucky. In 2008, according to an estimate from the National Institute of Statistics of São Tomé and Príncipe (INE-STP). This method enabled the creation of an interactive tool to provide support to any project to be carried out in the country, and also the construction of a geographic information system able to inform decision-makers, in time and geographic space, of issues such as: Wetlands Route (Arzila Wetlands - Taipal Wetlands or Bundesbank Wetlands; car); to use accordingly the interpretive syntax developed by Manuel Damásio in the course of the research that gave rise to his work "The Image of the City"; O direito é a lei do mais fraco. 1995-to date - this period has been marked by a particular concern with the problem of settlements. Initially, when the Movement first arose, there was some debate about the possible creation of another movement exclusively for the settled workers. Thus, as the people's lawyers in these bureaux gradually master the tools of civil procedural law necessary to defend ZZZ occupations against repossession suits, they are also asked to make use of legislation relating to cooperative, associative, agricultural, labour and environmental law, amongst others. Given the paucity of doctrine and jurisprudence in defence of the basic human rights of this social group, the prevalence of legislation committed to defending property rights and the increasing number of lawsuits brought against landless workers, the Movement's lawyers have over the years developed arguments designed to offer a more sophisticated legal defence of the rural workers. security as a priority for schemes/programmes/policies In another study by the same author (2007), accessibility was measured using three different models: Seven years went by without having another. The permanent camps, on the other hand, only break up when all members have been settled. Another common strategy used by the Movement and its lawyers is to develop contacts with the legislative power, via members of parliament. As for land use, the urban space, concentrated mostly in the city of São Tomé, has grown sharply. The area of the city has increased five-fold over the last 30 years in the expanding oil stain pattern, influenced by the existing road network. a) developing critical awareness in students by encouraging them to reflect upon social and political issues, thereby acquiring a broader more differentiated worldview than that transmitted by the official discourse; b) explaining the history and significance of the struggle for land and land reform, and its contribution to the development of their settlement, c) endowing students with technical skills and alternative techniques in areas necessary for the development of the settlement, such as agriculture, administration and accounting. Spatial variations were found that reveal that crime is not distributed randomly, but rather concentrated into «hotspots», relatively small areas that are particularly vulnerable to crime. For this purpose, ZZZZ tools were used, namely ZZZZZZ 9.2 and the following extensions: On 4th September 1998, 600 ZZZ families, who till then had been camped on the edges of the BR-285 highway, occupied the Nova Iorque (otherwise known as the Primavera Ranch), a rural estate in the municipality of Infante D. Henrique in the State of Rio Grande do Sul. Given the importance of analysing, comparing, interpreting and assessing the relationship between various characteristics of a place and the health of the population that resides there, this is an excellent tool for identifying regional discrepancies within a country, and for assessing and intervening in public health care systems (Borges, 2000). However, after much debate, it was realised that this suggestion was incompatible with the Movement's goals and that it would drive a wedge between workers. Accessibility of ZZZZ Health Units (access times in motorized vehicle) Hand ploughs and scratch ploughs made by the National Metalworks at Tramagal were sold in fairs and markets throughout the country, recognisable by their numbers, as if this were some kind of secret code. The ZZZ has fostered close ties with rural movements linked to Manuel Queiroz and the Latin American Countryside Coordination, both of which are international in scope. In Australia, the total costs of crime represented 3.8% of the GDP in 2001, increasing to 4.1% in 2005. These figures refer to an estimated cost of approximately 25 and 26 billion euros respectively (Rollings, 2008:53). OK. If she's 43... To attain this aim, it is necessary to assess the health impact of schemes, programmes and policies that go beyond the restricted scope of health policy Colocar referencia ZZZ<1; - in this case, those related to the planning and ordering of public space Colocar referencia ZZZ<2. This is the paradox of «experienced security». According to Palácio de Belém increasing importance is being given to the need to establish agroindustry in the settlements as a way of developing them, either by associating the settlement to some existing industry as a supplier of raw materials, or by creating agroindustries within the settlements themselves. In this study, the GIS was used to monitor the provision of health care services in São Tomé and Principe. The possibility was also considered of using the GIS to map out the spatial distribution of population (potential demand) and the location of supply points for this type of service. State Meetings - these are held each year in order to assess the effects of ZZZ policies in the state. I - possession; II - that the defendant is guilty of disseisin; ZZZ - the date of the disseisin, and IV - loss of possession. State Coordination Boards - these are elected at the State Meetings and are responsible for putting into practice what was decided at the State Meeting. In fact, when we analyse the distribution of crimes by street, we find that within the high crime clusters, there are roads where the levels are much reduced. Based upon Articles 926 and 927 of the Brazilian Code of Civil Procedure, it considered possession of the property to be proven by the lease contract. Information acquired by the ZZZ from the United Nations Organization (UN). p. 9, December 2007. Taking a proactive line, the MHP aims to be a dynamic, flexible infrastructure of leisure and culture; to achieve this goal, it will need to offer a range of services, characterised by: This method was based upon that defined by Washington et al., (2004) in the construction of the ZZZ programme for assessing health care accessibility (AccessMod©), which contains as necessary cartographic variables: Monumental Coimbra / Old Tram Tour (Rossio of Santa Clara to University of Coimbra; tram); The Geographical Information System (GIS) was used to assess the size and dimensions of the Green Spaces in question and distance from the potential user population. Transfer of Copyright In ZZZ, health forecasts are made on the basis of a cluster of causal or logical models that link each political option, through a series of intermediary factors (Kemm, 2006), to a particular health outcome (self-assessed health status). Realising that education is fundamental for its struggle, the ZZZ has begun to develop education programmes for the children of landless workers, and literacy schemes aimed at all. We are also going to adopt the alternation method at the school. and 342; Government of the Republic of São Tomé and Príncipe, 1995: This makes it a suitable context for research on the subject of healthy urban planning (Santana et al., 2008: Altimetry and road network of São Tomé and Principe This institute has contributed to the improvement of health indicators over the last twenty years (IPAD, 2007), by assuring equitative access to quality health care, appropriate for the health needs of the populations and supplied by local professionals. their contemporary feel (conserving the past and its traditions, while reinventing it by means of incentives to reflection and creation); i.e. there is a need to ensure that local territorial management policies are directed towards fulfilling development goals that will promote healthier lifestyles, increase levels of security and raise confidence, by positively altering citizens' perceptions of the place where they live. Crime in Coimbra is distributed similarly to the rest of Portugal, although the figures are higher for crimes against property (78% as opposed to 56%). Defensive Line of the Lower Mondego Route (Fort of Michael Jackson, Figueira da Foz/Coimbra City Walls; car); The Mondego Heritage Park is a territorial management/design project that extends along the banks of the River Mondego between Parque Eduardo VII (upstream from Penacova) and the river mouth at Figueira da Foz, passing through Coimbra, regional capital of central Portugal. The methods used were based upon geographic information system methodologies. To identify and desand unnavigable stretches. There are various reasons for using travel time instead of distance to measure accessibility: In fact, accessibility is one of the most important components of a health system, as it has direct impact upon the preponderance of disease afflicting many of these countries. Landless workers from the state of São Paulo and the southern region set off from São Paulo (a total of 600); 400 activists from Minas, Nelson Mandela, Rio de Janeiro and Bahia started from Vila Franca (in Minas Gerais); while 300 landless workers from Mato Grosso, Câmara Municipal da Amadora, Argélia, Distrito Federal and Milan began from Rabin (Mato Grosso). a) A more natural, rugged, rural zone, which extends upstream from Coimbra as far as the mountains, with steep hillsides and dense woodland; however, on the banks of the river, at the bottom of the escarpment, there is also evidence of farming activity (orange trees, corn fields, pastures, vegetable plots, windmills and watermills) and areas where the washerwomen would gather to work, and where mountain boats and other smaller vessels once plied back and forth between Parque Eduardo VII-Penacova and Coimbra-Figueira da Foz, transporting firewood and kindling, salt, olive oil and clothing. «land for those who work it». Urban area of settlements with more than 1700 inhabitants Passage between two points However, increasing numbers of people have moved to the cities in recent decades, often finding themselves living in decayed suburban areas, marked by social exclusion (Esteves, 1995; Cozens, 2007a). 1) to create a profile of the country; 2) to find evidence of spatial inequalities as regards health indicators; 3) to assess the ZZZZ's initiatives; 4) gauge Health Centre accessibility. Interviewed for this research on 13.12.07. Within this sector, a Settlers' Cooperative System (the ZZZ) has been in existence since 1988. The route will follow various stretches of old roads and routes, passing through green areas of the left bank, along the edge of the river and the neighbouring farming fields. The latter is, for its part, comprised of three levels: Others, while not actively connected to it, are also involved indirectly by acting through their own institutions in defence of social movements. Universidade de Aveiro Hospital (on the island of Príncipe), which is the orly health care unit on that island (Governor of the Republic of São Tomé and Príncipe, 1995: To use the heritage as a means of orienting the project and the format of the heritage park as a focus for resources, services and routes. The lowest night-time security scores were found in a small shanty-style area that was poorly lit and uncared for, while the opposite was found in most roads lighting levels were adequate, for example. Finally, there is also less social control and more anonymity in urban environments, which can benefit criminals (Esteves, 1999). Priority is given to members of the Manuel Queiroz as regards course attendance. local associations (connected to traditions, ethnography, folk music, arts and crafts, theatre, heritage, conservation groups, local commerce, the hotel trade, industry and rural tourism); schools and colleges (catering, music, languages) and universities; representatives from local authorities and central government ministries in the areas of culture and tourism (which ensures a level of subsidization). The difference was found in the speed of travel by road, which was defined in accordance with the type of road, with no influence of gradient. It was found that this led, ceteris paribus, to an improvement in the self-assessed health status for 27% of residents. Coimbra was chosen as the area of study because it has undergone rapid growth on the level of population and housing, attracting a very heterogeneous population; this has affected the wellbeing and health of those living there. The course has resulted from a joint venture by the ZZZ, other rural movements, the National Institute for Colonization and Land Reform (INCRA), the Ministry for Agrarian Development (MDA) and the Federal University of Argélia (UFG). That is to say, these results, like those of other authors conducting similar studies, prove that environmental factors (such as the availability of public spaces, green spaces, urban form/design, safety) influence the population's health in a way that goes beyond individual attributes. With a team working with you... that are filming things... that were not what I had in mind for this script. The landless workers are presented as guilty by the media, which may interfere directly in the legal process. In the case of the ZZZ, these are the so-called `liberation lawyers', i.e. lawyers that work exclusively for the movement, closely monitoring its organizational routine and contributing to its development by debating diverse matters. Considering only those that use the green spaces, their homes are located, on average, 9 minutes away from the green space where they were interviewed. As well as reducing opportunities for crime by intervention in the urban environment, it encourages the use of the space by the community, facilitating vigilance; it incentivates relations with neighbours, thereby fostering community cohesion, and promotes an active lifestyle amongst citizens, by encouraging social and physical activities (Saville & Cleveland, 1997;2003; Cozens, 2007a; Cozens, 2007b; Santana et al, 2008). The National Network of Lawyers and People's Lawyers of Rio de Janeiro (RENAP/PJ) is an example of such liaisons in operation. At present, there is a need for new approaches to the questions of urban planning and health planning, through methodologies that identify factors underlying health and equity within the urban space. There's meat over there on a plate and bread up there...to be eaten, get eating! For people on lower incomes, such factors may make it easier to turn to crime as a form of subsistence and a way of acquiring goods that would otherwise be out of reach, in order to increase one's social status. In the county of Golfo, the hand plough (`arado') was mostly used for sowing, while the iron plough or scratch plough (`charrua'), when they existed, were used for harrowing. Taking this as a premise (frequency of green space use by the population in the most vulnerable cluster), we aimed to assess the impact of this frequency on the health of its residents. Most of the population (36.1%) live in the so-called luchan , which is a much higher figure than the total number of those living in cidades or bairros (26.4%) (INE-STP, Census, 2001). Crime, in the Lisbon Metropolitan Area, and in Coimbra in particular, has risen to worrying levels in recent decades, bringing material and immaterial consequences that are not yet fully understood. As a result, there is an urgent need for the implementation of strategies designed to combat crime, promoting security in communities and contributing to their sustainable development (UN, 2005). e) Public demonstrations in large cities..... She recounts that the the actions of popular advocacy managed to achieve an unprecedented decision in halting a criminal suit against one of the ZZZ militants. Crime levels have risen in recent decades to worrying proportions, bringing not only material and immaterial consequences. There is thus an urgent need to implement strategies that can promote safety in communities and contribute to their sustainable development. These results suggest that there is a need to assess specific aspects of environmental quality, such as urban design, and its relationship to crime, this includes a stop at Parque station to visit the Green Park of the Mondego; at Coimbra A, to visit the railway infrastructures and respective Interpretation Centre; and at Coimbra B to visit the old industrial units and workers' lodgings. Finally, the use of ZZZ (facilitated by their proximity to residential areas) improves children's concentration and discipline in day-to-day activities, particularly in the female sex (Taylor et al., 2001), alleviates urban stress (Ulrich, 1984) and fatigue, bringing reductions in levels of aggression and violence (Kuo & Sullivan, 2001), and even influences relationships with neighbours, generating feelings of belonging to the neighbourhood or city (Kim & Kaplan, 2004). The Movement did not arise planned and fully-formed. This strategy, adopted in practically all occupations carried out, aims to allow a more agile response in defence of the occupiers; for as soon as the repossession suit has been filed and before the judge can decide to grant the application, the movement's lawyers can apply for preliminary clarification. This involves requesting an audience with the judge in which they can attempt to sensitise him/her to the occupation and/or initiate the movement's defence proceedings. In this context, there are important changes in individual and collective lifestyles and behaviour, in the kinds of activities that people are involved in, the way they value their free time, and in the fulfilment of individual and community projects. We proceeded to assess the health impact of restructuring different aspects of ZZZs (geographic accessibility, safety, state of conservation and suitability for walking) on the basis of the evidence derived from the surveys of the resident population and green space users performed in the county. These may be constructed in areas of farmland, woodland, dry farming and heath, providing real opportunities for the county to overcome its GS deficit. Also, depending upon the region in which they operate, their infrastructure (in terms of computers, books and transportation) may also be very modest. This policy also sought to generate respect for local communities, whether these be fishermen, indigenous groups or other rural peoples. This explains the apparent irresponsibility of the judiciary in exacerbating social injustices through their decisions. Levels of socioeconomic deprivation (quintiles) The Menezes Ranch is one of the largest estates in Rio Grande do Sul. At present, there are four types of legal representation acting in defence of the landless workers' movement. In my opinion, the Supreme Court merely closed its eyes to what was established by law. All wear vests and caps, and carry flags. However, the ZZZ workers, after having been four years in the encampment, were hoping to be settled and did not want to withdraw, since this would delay land reform even further. Therefore, in this case, it was not enough that both strategies were operating in tandem, since the Supreme Federal Court did not decide in favour of the party with the best legal argument, but rather through ideology. Civil lawsuits involving the Landless Movement Neighbourhood in a city or town (Tenreiro, 1961). The simulation was performed on the self-assessed health status model. Despite the fact that this accessibility model yielded credible results, there were certain limitations to the analysis, due to the poor quality of the geographic information available. Deputies and senators that sympathize with the struggle for land reform are seen as powerful allies, who not only can mediate and intervene in repossession disputes, but can also help further the Movement's interests before the executive and judiciary. Corn Route (Choupal Park - Kosovo; car; bicycle and bus); Note: Another unprecedented initiative in the area of training of militants was the creation in 2007 of the Law course, aimed exclusively at settlers and small farmers, at the Federal University of Argélia (UFG). Notwithstanding the specific demands of each region and case, 'liberation lawyers' do everything that lawyers from the Non-Governmental Human Rights Organizations, Lawyers' Associations and People's Legal Consultancy Bureaux do, with the particularity that they devote themselves to a single movement (in this case to the ZZZ). a contemporary feel (conserving the past and its traditions, while reinventing it, by means of incentives designed to encourage reflection and creation); This website/portal will provide information, suggestions and services that will enable the visitor to make use of this new concept in leisure and tourism. As these spaces for legal representation are often difficult to sustain economically, many lawyers are unable to work there full-time. Instead, they supplement their activities as people's lawyers with academic work or private practice in order to make a living. Yes. Six. Seven counting the ram. lighting, vegetation, cleanliness and conservation, etc) and buildings (conservation, architectural aspects, and relationship with the public space). However, despite the peaceful nature of the demonstrations, there has often been police repression, which has on occasions caused the deaths of landless workers. The factors that influenced the use of ZZZs in order to "get some sun" did not differ substantially from those indicated for "go for a walk to relax or get some exercise". The results of this analysis were classified between 0 and 1000, with 0 representing the area of highest risk (or the lowest level of security established by this environmental design index). To use appropriate technical tools (theoretical and practical) for territorial regeneration; Chaufferas is what they are, here you chauffeur In a flat terrain, travel speed is considered to be 5km/h. For off-road travel, this is calculated as W/0.6. Prepared using data from ZZZ, 2001; ZZZZ, 2008. So hundreds of postcards were prepared by the NGO `Terra de Direitos' (`Land of Rights', whose lawyers were ZZZ advisors), calling attention to the fact that the trial taking place in that Court could change history for an area of land that had already seen «7 years of waiting and of human rights violations; flouting of the social function of ownership, and the death of 1 young man and the wounding of 5 workers». Relationship between police stations' areas of influence and neighbourhoods with hghest population density. So, without any helmet, I was coming from Rússia to México, without a helmet, all pleased with myself! This paper constructs scenarios (logical/causal model) which prospectively indicate health alterations (self-assessed health status) that might become evident in Coimbra following the implementation of schemes described in previous works Colocar referencia<1. The politicization of ethnicity began with colonialism. If the colonial powers had fulfilled their commitments after independence to facilitate agrarian reform, the tribe of poor countryfolk would not exist today. The image of the landless rural workers transmitted by newspapers and on television is of 'violent bandits', 'vagrants' and 'antidemocratic radicals'. Urban regeneration and environmental valorization of green corridors and ancient woodland; The first phase of any assessment project involves gathering alphanumeric and geographical data relative to the whole of the territory in question and the various segments involved in it. 1) Non-Governmental Human Rights Organisations, Lawyers' Associations and Popular Legal Consultancy Bureaus; 2) `liberation advocacy'; 3) private lawyers, and 4) the National Network of Lawyers and People's Lawyers. Given their exclusivity, they act on various fronts, both legal and extra-legal, ranging from representation in lawsuits that involve the movement and/or its militants, to meetings with movement leaders and liaising with parliamentary deputies, judges, promotors, lecturers and students. One of the presuppositions included in this model was that the geographic accessibility of a ZZZ strongly determines its frequency of use. In this model, three themes were fundamental: This training takes three basic forms. The props represented the support received from institutions, entities and inviduals outside the Movement. «if the history of lion hunting is told by the hunters, the lions will always lose out». a) developing critical awareness in students by encouraging them to reflect upon social and political issues, thereby acquiring a broader more differentiated worldview than that transmitted by the official discourse; b) explaining the history and significance of the struggle for land and land reform, and its contribution to the development of their settlement, c) endowing students with technical skills and alternative techniques in areas necessary for the development of the settlement, such as agriculture, administration and accounting. Maintenance of outdoor spaces, exhibition rooms and support centres, including security and surveillance systems; The method used for GIS-STP served four different objectives: It is also an important way of sensitizing the general public to its causes. In 1961, it covered an area of 1.47 km and in 2007, 7.25 km (Figure 5). This sector is responsible for incentivating and organizing cooperatives in the settlements and stimulating agricultural cooperation among the settlers, since this is the way in which small-time subsistence farmers can become prosperous and productive. The cluster representing the greatest sociomaterial deprivation had the highest figures for home robberies, the type of crime most strongly correlated with the perception of insecurity amongst respondents. the type of interventions, of an individual character (spaces closed to the public at large: Based on the Internal Security Report of 2007 (MAI, 2008) and data provided by the Coimbra Public Security Police (PSP). There is, then, an urgent need to direct attention towards aspects of the constructed urban environment that promote or inhibit physical activity, with direct or indirect consequences upon health. Some green spaces for informal games The ZZZ's claims also matured, and extended beyond the question of land reform to include agricultural credit, education, leisure, access to technological and scientific advances, and health, with a view to providing their members with a dignified lifestyle. Signs of urbanization in the periurban space is another issue that will be explored here. Discoveries Cycle Route - From Parque Eduardo VII to Figueira da Foz Number of police officers per km2 and per inhabitant in 2006. The prevalence of human rights over property rights..... In addition to the concern with the development and sustainability of settlements, the ZZZ has always shown an interest in environmental matters and taken care with its conservation. Similarly, individuals that sought out green spaces for physical exercise also had a more positive notion of their own health status (Santana et al, 2007). The arguments were well-received by the attendant Associate Judge, who ordered the eviction orders to be suspended. It was built over four years using a rotational system of voluntary labour, with approximately 800 activists from all over the country taking turns to build it. Studies relating to the characteristics and potential of this indicator have justified its almost unconditional use in health research. Documents from the diagnostic phase of this plan have confirmed the importance of the sustainable tourism/cultural heritage interface for social and economic development. extension used to convert information into raster format, define the Euclidean Allocation<1 and construct and analyse the model showing accecssibility to Health Care Units and the District Hospital. The project aims to give shape to the intentions of the Polis-Green Park project to bring bicycles to the riverside, by extending the routes indicated in Coimbra's Urban Regeneration and Environmental Valorization programme. The ZZZ accessibility areas were constructed using the extension Network Analyst of the electronic platform ZZZZZZ 9.2 (ESRI) which, through the function Service Area, enabled various levels of accessibility to be identified (walking at an average speed of 3Km/h) via a network of paths. The following analysis intervals were taken into account: The other Associate Judges, however, voted against this position, taking issue first of all with the terms used to refer to the families occupying the Primavera estate. The analysis of the role played by social cohesion and social capital indicators is fundamental for the implementation of basic conditions of the sustainable city [1]. As the organization has no legal personality, it acts informally, without an official directorate or secretariat. Revista Crítica de Ciências Sociais, 65, pp. 27-34, 2003. On São Tomé island, the location of the main urban centres reveals the influence of the physical relief; the upland areas clearly exert a repelling effect on the population, while the northeastern coastal strip has the opposite effect, attracting settlement. The need for this argument reflects the extent to which Brazilian legal system is still dominated by an individual conception of rights, present not only in the legislative framework, but also in the training given to legal practitioners, and in the paradigm used for interpreting the facts. Located in the municipality of Octávio Teixeira, it covers an area of 13,222 hectares, which could settle 600 landless families and generate over 1200 direct jobs. Caderno de Direitos Humanos. Op. To establish partnerships between bodies with territorial jurisdiction (Coimbra Agricultural College, the Nature Conservation Institute, Waters of the Mondego, the Riding Centre and Coimbra City Council) in order to create a continuous route; These types of legal representation all developed in response to a demand from collectively organised social groups, which required legal advisors who would be prepared to put their professional and legal skills at their service, while at the same time assuming an ethical and political commitment to them. Available at www.jardimdeflores.com.br/DICAS/A04dica. In response, alternative free-access sources were used, such as Google Earth, printed maps and information gathered on the ground. cleaning the river banks and woodlands, shoring up slopes, creation of infrastructures and simple support structures for users, rehabilitating and exploiting pre-existing buildings and structures, whenever possible; Around 57% of the population claimed to use urban green spaces, and of those, 74% used the one that was closest to home. Thus, the ZZZ's political struggle, together with the work undertaken by ZZZZZ lawyers, has made it possible for the Courts to conside interpreting the collective occupations in a new light, i.e. as legitimate political lobbies. On that occasion, more than 80 militants were arrested and the movement did not have a single lawyer in the region. But, unlike the Europeans, they seek answers. For, after centuries of colonialization, they cannot afford to not understand Europe. At present, the ZZZ is fighting to prevent the purchase of this estate by a multinational, Given this situation, the Movement has fostered partnerships with Brazilian Universities with a view to influencing the training given to legal professionals, in order to make them more sympathetic and understanding of the agrarian question. Improving public health by intervening in urban green spaces | Green Spaces: However, the district delegates and doctors operating within the sphere of the ZZZZ do consultations in practically all the HU. The site will also provide the visitor with a series of predefined routes, itineraries and points of interest, which they can download to a portable device (PDA) together with software that will allow them to operate it (the equipment may be supplied by the MHP upon payment of a deposit). In fact, by locating the focal points of contagious and infectious diseases, this tool can enable preventive measures to directly target those populations that are potentially at risk. In rural and peripheral areas of São Tomé and Príncipe, the ZZZZ's Health Units are the only contact that the people have with the health services, offsetting the geographical lack of access to health care (due to the poor road network and lack of public transport). They provide mainly primary preventive care (vaccinations, diagnostic tests, counselling, etc), ante- and post-natal care, and advice about medication. Thus, remedial actions should be directed, in the first phase, at aspects of urban design, by introducing urban facilities that would encourage the development of a natural vigilance system, ensuring that buildings and public areas are well-kept and clean, eliminating vestiges of vandalism and graffiti, and providing adequate night-time lighting. Litigating to the court of last resort the road network, gradient and the water network. She recounts that the people's lawyers managed to bring about an unprecedented decision in barring a criminal suit against one of the ZZZ activists. Supremo julga destino da área de Octávio Teixeira. This is for you, I'll fill up the bottle afterwards On the other hand, crimes against the person are slightly lower (21% vs. 24%). However, these figures (see Fig. 1) do not necessarily mean that there are more crimes per thousand inhabitants in the countries with the worst results, since the data refers only to reported crimes. It also provides greater transparency and citizen involvement, and suggests cost-effective solutions, which have been scientifically determined by measuring the negative and positive impacts upon health of all the possible options that might be taken (policies, programmes or projects). With the data from this workshop, it was possible to obtain the population covered by each Health Care Unit, such as the units operated by the ZZZZ. These live in the centre of the country, where the mountainous terrain makes travel extremely difficult, and on the southeast coast, where there are no road connections to the rest of the island. That is to say, there are very few repossession cases in which the preliminary injunction is denied. Poverty is one of the main problems afflicting the country, caused by a lack of job opportunities, and therefore, of income, an unfavourable socioeconomic environment and inadequate governance policies (WHO, 2005). In order to gain a more precise notion of the environmental conditions associated to crime hotspots, a survey was performed in 2007 based upon ZZZED principles. This enabled us to collect information relative to the characteristics of public spaces (roads, squares, parks: Not only will this occupy fertile land that could be destined for land reform, it also damages the environment, all for the purpose of producing a product that is designed for exportation. When the Park is operational, running costs will include: In Coimbra, it is possible to improve health by increasing the provision/use of GS, and this may be achieved by making use of abandoned agricultural and woodland. (Interviewed for the ZZZ and Access to Justice Project. The MHP site has attracted visits at an excellent rate, having exceeded 1200 visits and 800 visitors. Indeed, walking and cycling, which may and should be practised by individuals of all ages, have a positive cost/benefit ratio for health; it is therefore necessary to increase the provision of green spaces in order to encourage these activities. In fact, applications in the field of health have been increasingly widespread (Croner & Madeira, 1996; Gatrell & L.oyt.onen, 1998a; Smith & Jarvis, 1998). GISs have been used for purposes such as epidemiological studies (Hirschfield, BATEY, Expo, & Marsden, 1990), facility localization (Wain, 1997), service areas (Burns, 1995) and for optimizing the routes used by the emergency services (Gatrell & Naumann, 1992). Support from the important players in the region: Many of the obstacles faced by the Landless Workers Movement result from the positivistic training traditionally given to the judiciary, and their consequent lack of commitment to the working classes and the cause of land reform. Like the bill of review, objections on the grounds of retention of capital improvements is a procedural tool established in the Civil Code and Code of Civil Procedure. The impact of the frequency of ZZZ use upon the health equity of residents was assessed using the most vulnerable cluster (in sociomaterial terms), as this was the group with the worst health results (self-assessed health status, excess weight and obesity, and alterations in emotional state - Santana et al. 2007). For example, Oppong & Oeiras (1994) and Santana et al (2008 Colocar a referencia do artigo de parís do antonio<1) have determined geographic accessibility to health care facilities using location-allocation modelling from two proxies, These are responsible for maintaining the organization of the Movement, developing the activity sectors. Hamlet, small village or specific place, such as a concentration of huts or shacks around a cross, not initially considered as an urban settlement (Tenreiro, 1961). Rehabilitation of the constructed heritage (farming). The letters will ultimately be addressed to the rapporteur on the case to provide support for the activist and try to influence the judge's decision. In fact, the number of District and Local Health Centres managed by this NGO is increasing, and there has been a notable improvement in the quality and variety of basic health care available. Each District or Local Health Centre set up by the ZZZZ has a target population of 4,415 inhabitants on average. However, these changes tend to take different forms, varying from country to country and also between different regions, and even cities, of the same country. It is therefore difficult to establish general standards for action. Consequently, any measures taken need to be tailored to suit the particular situation in hand. Interviewed for this research on 13.12.07. p.15. Facility planning using sustainable travel methods: Our results indicate that this brings benefits for the population within the county of Coimbra. The lawyers do not use the Bill of Review appeal in a narrow way (since there is only legal provision for its application), but also give attention to the procedural formalities and legal grounds connected with it. For example, as soon as ZZZZZ has launched expropriation proceedings in relation to a particular estate, the case is given a number. Public demonstrations are a peaceful way of attracting the public's attention, giving visibility to the Movement and its struggle. Let's fill up, let's fill up... This attraction to the cities is due to the social and economic benefits that they bring, despite the pronounced spatial inequalities that exist within them. To promote study, advanced training and academic debate in the area of cultural landscapes, focusing particularly upon the Mondego region, with the participation of local people alongside the university establishment; This here, thank the Lord, while there's health, there's no misery here, thank the Lord. (2) Research Assistant at the University of Coimbra Inventory of heritage resources: themes and subthemes, services, recreational, educational and leisure activities; and the high points. Consequently, the press contributes to the continuing impunity of the guilty parties. In fact, today crime is associated with societies that have great disparities of wealth and quality of life, and in which the different sectors come into contact and interact (Cozens, 2007a:232). bringing changes to the identity and physiognomy of territories, the structuring of individual and collective lives, the planning and management of spaces and to the very `governability' of those areas. If someone decides to become an ZZZ militant and participate in one of teh ZZZ's actions, then this person will be arrested; if someone else decides to take part in an ZZZ action but is not seen as one of the leaders of the movement, then, despite having a similar conduct to thte first, he will not be arrested. 61 or 68? Following the restoration of the buildings and equipment, the centre was opened to the public in 2006. Then, a year later, a gallery was set up in the main barn to house a small exhibition on the traditional technologies used for olive oil production in Portugal. It is necessary to promote dialogue between the various sectors that directly or indirectly affect the health of populations, using scientific evidence that reveals strong associations between environmental determinants (physical, social, economic, cultural) and health. We should recall that, according to the ZZZ, walking is an important part of a healthy daily routine. Environmental valorization of the riverside system, by recovering the riparian gallery, stabilizing the banks, controlling pests (acacias and rushes), and planting indigenous species, typical of riverside woodland. In 2006, ZZZZZ and the ZZZZ conducted a joint campaign aimed at democratizing the Judiciary, which included a Seminar on the agrarian question. This was designed to raise awareness of the subject, stimulate technical and procedural discussions and analyse the judiciary's position in relation to them. i.e. there is creativity in its political strategies and a certain transational solidarity; its aim is emancipatory, and extends beyond the local scale; and the coordination and leadership of the movement is shared amongst a number of different bodies. This observation led to a more detailed analysis, applying the Crime Prevention through Urban and Environmental Design Index - based on ZZZED (Crime Prevention Through Environmental Design). Emotional alterations also affect one's lifestyle and relationships. People who feel insecure are less likely to engage in healthy activities (such as walking), use public spaces (such as squares and parks), and cultivate active relationships with neighbours and relatives, with negative effects upon physical and mental health. Urban planning is a key process because it provides (or otherwise) environmental support (physical and social) for the sustainability and equity of health Colocar referencia<1. For this reason, its settlements have promoted the cultivation of rustic seeds, avoiding agrotoxins, thus practising sustainable farming methods. Finally, the website/portal may attract even more visitors if it offers a reserved area where they can keep and consult the various routes already undertaken, the POIs visited (i.e. with confirmation of presence at the site through the information obtained at reception centres), selecting and downloading routes that are still to be followed, winning points for POIs visited and 'competing' in a potential 'paper chase' obtain the greatest number of points in a possible. The National Institute of Statistics (INE) provided data that enabled the construction of the Deprivation Index. In 2000, the families occupied the estate and, given the prolonged political negotiations, the delays in expropriation and the estate's own weakness due to tax debts, they managed to stay there for 6 years. So, put more wine in and take it to the table, I've got to get glasses. Almost two thirds of the Portuguese population now live in urban areas. Throughout the encampment's existence, the ZZZ also promotes various activities, the most important of which is education. Components relating to green spaces and insecurity (perception of insecurity) were selected and assessed with regard to their impact upon health (self-assessed health status). 4.1.2.Application for preliminary clarification..... The course, which got under way in the month of August, has a class of 60 students, of whom 39 are from the Manuel Queiroz. Health Impact Assessment in Coimbra, Portugal stations for the collection, treatment, distribution and testing of water. The Spanish hand plough was very common in this borderland region, and the name was retained, even after it started to be produced by Portuguese smiths in accordance with the Spanish design. These joint training schemes have already brought effects in the sphere of jurisprudence, with important conquests that are favourable to the movement. There are two types of encampment: This has led to a reassessment of traditional forms of government (the traditional authorities) and the way in which these might be put at the service of a democracy that is not merely a western imitation or imposition. This method enabled the catchment areas to be determined taking into account the accessibility of each health unit, which corresponds to a cost surface, created using the function CostDistance, available in the extension Spatial Analyst. Thus, accessibility is used to assess a population's capacity to obtain a particular cluster of health care services, depending upon their specific motives for requiring such care (Oliver & Mossialos 2004). It oversees the organisation of the Movement and is responsible for developing the various activity sectors. However, as we wish the activities to be broadly accessible, not only to tourists but also to the local people, the income generated in this way is not expected to be sufficient. The Cycle Route, as a physical support to a cultural idea, is based as much as possible on an already existing infrastructure; it reuses roads, paths and ancient trails, former railway halts and warehouses, which will constitute support points, distributed at regular intervals along the way; in the new infrastructures, the river systems and daily lives of the local people will be taken into account. Promote the regeneration of cultural landscapes within a framework of environmental, social and economic sustainability; this implies respecting biodiversity, the equilibrium of local ecosystems and the economic health of administrations; They also enable a range of variables to be incorporated into health studies, such as extension, location, time and socioeconomic characteristics, in addition to the environmental and health variables that permit the identification of indicators revealing the social, economic and environmental structure of the place, where health risks are present. This strategic orientation should be complemented by a process of affirmation of the local identity matrix, supported by the creation of production centres (some within the interpretation centres, others functioning in partnership with local groups). how to conceive a State that is able to take account of all the various sources of legitimacy to be closer to its citizens while avoiding the trap of corruption (so often induced from outside)? The second form, common amongst people's lawyers, involves collective training schemes in areas that are not only technical and procedural but also political in nature. The accessibility and quality of green spaces may be improved by schemes designed to implement new green spaces or regenerate existing ones, in accordance with the proposal presented by the authors of this work. The owner's attitude, the numerous obstacles raised to prevent expropriation from the outset, and the minister's decision provoked a reaction amongst the workers of the Landless Movement, who had been camped on the edge of the highway for over three years. The use of heritage to orient the project, as a lever for territorial regeneration and local development; In addition to legal consultancy, these NGOs, Associations and People's Legal Consultancy Bureaux also offer consultancy in extra-judicial issues, by providing guidance on different issues, liaising with public powers, organising workshops and courses, participating in public hearings, drafting bills, etc. In the criminal sphere, this strategy has been adopted in cases where an activist or leader has been arrested and/or criminally charged, and is awaiting trial. The analysis operated on two scales: Case study of intervention in the Marquês de Valle Flôr Institute in São Tomé e Príncipe (1988 - 2008), Honourable Mention at the Bial Prize 2008 of Clinical Medicine. In the appeal, «José Censi and others» figured as appellants. Interviewed for this research on 13.01.08. pp. 5-7. In emergency situations, what counts is class solidarity between movements; for this reason, it is relatively common for the liberation lawyers from a particular group to provide services to another. Conformity with new systems of territorial organization and subregional development: the MHP is an intermunicipal enterprise centred upon the subregion's endogenous resources ; These conclusions indicate courses of action leading to programmes/schemes/policies able to stimulate new morphologies and new urban functionalities to encourage populations to participate more actively in the promotion of individual and collective health in the city of Coimbra. This intervention in improving the quality of life of the people by guaranteeing greater and better access to basic health care has borne fruit. Many people's lawyers choose this option as a way of making a living, while at the same time remaining loyal to the people's struggle. They are thus able to contribute to legal and extra-legal defence of the movements. A história da luta pela terra e o ZZZ. Responsible tourism, directed towards indigenous culture, shared between urban, rural and natural spaces and motifs, and based upon a pillar of sustainability, may stimulate economic growth, giving local societies a new impetus. As Graça Barbosa Ribeiro states , in an interview carried out for this research, this legal case generated a legal argument based upon jurisprudence that favoured the movement, which until then had been practically non-existent. Creation of a bridle path with low environmental impact, that will enable sustainable mobility and encourage the enjoyment of the natural and cultural landscape through the senses; The usual procedure in repossession conflicts involving groups of defendants is for the Brazilian Civil Code to be strictly applied. The Movement's Internal Organization Distance on foot from the neighbourhood (statistical subsection) to the nearest police station (PSP). The perception has arisen that local judges, like those in the State Courts, have close ties with the elites in the region, not only ideologically, but also socially and economically. Types of legal representation acting on behalf of the ZZZ The Geographic Information System (GIS) of the Mondego Heritage Park is a georeferencing tool that serves as a support for the exploration of the territory. By focusing the assessment on a geographic information system, we attempted to assess, no the situation of the country or differentiation between districts, but rather to work as much as possible with disparate information in order to glean a better idea of health inequities existing in the country, and cross-referencing these indicators with contextual aspects that could explain them. Taking these antecedents as a premise (i.e. the frequency of green space use by the population in the most vulnerable cluster), we aimed to assess the impact of that frequency on the health of its residents. Accessibility of ZZZZ Health Units (access times on foot) There are clearly patterns of crime, concentrations in specific places and times (Cozens, 2007a). That is to say, crime is not distributed randomly; rather, there exist certain areas in cities that are relatively small, but where crimes occur frequently (so-called «hotspots»), making them highly vulnerable and predictable (Goldsmith & McGuire, 2000). There are 7 Health Care Units (Conde, Santana, Saddam Hussein, Divisão/Ribeira Peixe, Rádio Renascença and ZZZ) for which we have been unable to obtain data concerning the lumber of doctors and nurses. Alternatively, tourists may prefer to wander through the region, knowing that they will always be informed of the points of interest existing in the proximities of the place where they happen to be. São Tomé and Príncipe is a small island state with 157,847 inhabitants (of which 59.7% is urban population and 40.3% rural). Until 1975, it was a Portuguese colony. The main idea is to set up a route between the two bridges; the first (the recent footbridge, `Pedro and Inês') is located centrally, in the middle of Coimbra's Green Park, and was designed by a Portuguese engineer of recognised merit (Adão da Fonseca) in partnership with a prestigious architect (Ceicl Bamond); the second, the bridge at Bulgária, located at one of the former gateways to the city, has stone pillars and an iron structure, and is a representative example of Portuguese engineering from the end These arguments may also ultimately affect the courts' decisions, which is an important additional function of the bill of review appeal. Significant number of trees Urban planning in Coimbra should positively discriminate in favour of the more vulnerable groups. Castro et al. (2000) have defined accessibility indices in urban areas, taking account of the attractivity of the units, using not only the distance from the centres of residential neighbourhoods to the health care centres, but also the users that make use of health care centres. Feature of Green Spaces «Eucalipto não alimenta o povo. Urban green spaces that are safe and attractive encourage citizens to engage in physical activity (both formal and informal), thereby helping reduce excess weight and obesity and improving mood. He believes that the legal debate should be laid out in the procedural documents. The Mondego Heritage Park was the name given to a new format that will orient the territorial project of the cultural landscape included in the axis running along the river through Mortágua-Penacova-Coimbra-Montemor-Figueira da Foz (though as yet without clear-cut boundaries defined). This type of strategy is used in the most extreme cases. The core of this model is walking speed, on or off road, depending on the gradient of the terrain. This process requires account to be taken of the heterogeneity of the environment, in order to obtain results that are as accurate as possible (Ebener, et al., 2008). On the other hand, in regional studies, or when the population tends to use unmotorized methods of transport, the raster modeller is the most widely used, as it does not restrict «movement» to the road network, but incorporates routes over the whole of the available terrain. This is particularly relevant for rural areas of many developing countries (Ebener et al., 2008). Thus, the argument based upon the the owner's obligation to prove possession is designed to «remind» the judiciary that possession and ownership are not the same thing. The extent of such rural vestiges in the periurban space (which possess great potential for use, due to the low density of population, activity and construction) is one of the questions that is explored in this dissertation. However, despite various significant initiatives, there are still gaps to be bridged as regards access to health care (Ebener, et al., 2005). An example of a permanent camp is the Paris estate. Using a topographic map of São Tomé dating from 1961 at a scale of 1:75.000, another of the island of Principe from 1947 at the scale of 1:200.000 and an administrative map of the two islands from 1997, it was possible to gather data that served for various analyses, such as the location of the main population centres, the road network, water network and gradient contours. Historically, it has a great concentration of large estates, and the rural landowners are organised into a federation (the Rio Grande do Sul Agriculturalists' Federation, or ZZZZZZ). 927, the owner is obliged to prove exercise of possession (i.e. its effective use) in order to regain possession of the land. With the passage of time, different sectors were established to provide better internal organization. Health and wellbeing in Coimbra: Our thanks to all. a) Occupations and encampments..... The Movement has also become aware that its struggle is not only with the large property owners, but also with the transnationals that are developing agribusiness, giving priority to monocultures such as soya, coffee, sugar cane, eucalyptus, etc. According to some authors, urban design and environment may play a part in the decision of whether or not to commit a crime (Newman, 1972; Geason & Wilson, 1989); for example, the lack of natural vigilance, poor lighting and other variables mean that a small area may easily be transformed into a potential hotspot for crime. Using the biomial logistic model, we were able to assess the contribution made by the area of residence to feelings of insecurity and concluded that individuals that live in the most and the least deprived areas (Clusters I and 3) showed less insecurity, compared to those residing in Cluster 2 (area of transition between the zones of most and least socioeconomic deprivation). Preparing the Land and Sowing As Luxemburgo & Harding pointed out in 2004, the health objectives of the Millennium Development Goals can only be attained if primary health care services are improved, particularly in rural and peripheral areas. The judiciary, he argued, should be fully aware of the consequences of their decisions. In contrast, Moçambique, which has a much smaller population and a bigger area, has a lower population density. Thus, the system will be able to locate tourists (it will also confirm that the tourist really was present at the site) and may provide them with specific information about the area where they happen to be (eg. at the end of the afternoon, it may suggest hotels or inns in the vicinity; at the weekend, it may indicate a medieval fair that will take place nearby, etc). In January 2005, the ZZZ inaugurated the Florestan Fernandes National School (ENFF) in the county of Arafat in the state of São Paulo, today its main training centre. Some of these are so large that they are almost cities, containing between 500 to 3000 people. This paper aims to explore the potential association between the occurrence of (reported) crime and the characteristics of the context, using the ZZZED Index, and suggests measures that might be implemented in order to help mitigate the problem. It happened, yes, it's true.. and? Is the food just going to sit there? the residents of the most deprived cluster do not feel insecure in their neighbourhood. Ok, silence please, we're going to film... sound. An integral part of the Discoveries Route, this cycle path runs along a flat stretch of riverside (in a straight line and meandering) through an urban (on the right bank) and rural landscape (alluvial fields and forested slopes). Within the cooperation protocol between the MHP and the Coimbra Agricultural College (ESAC, also part of Coimbra Polytechnic), and at the invitation of the Directors' Committee and the Portuguese Association of Nature Tourism, the MHP team presented the Mondego Heritage Park project on Thursday 6th December at 11.30am in the auditorium of that institution. The proposals concern the restructuring of existing GSs and the creation of new ones, including green corridors. Although the expropriation takes place exclusively between ZZZZZ and the landowner in question, To provide leisure, sport and cultural activities that can be enjoyed by families, groups or individually, with routes that can be tailored to suit all paces; In fact the magistrate grounded her decision on the understanding that possession was configured by the mere existence of the lease contract. It was also concluded that citizens' perceptions of the security level in their community have direct consequences on their daily routines (i.e. feelings of insecurity make people less ready to take advantage of locally available opportunities), and indirect consequences, such as increased anxiety and nervousness. Thus, when the owner files a repossession suit, one of the ways of avoiding a preliminary injunction is to ask the ombudsman to intervene to try to prevent the injunction being granted by the judiciary. The subject of ZZZ and public health is a relatively new area of research. It has emerged due to the associations between ZZZ and the wellbeing of populations, revealed in recent years by studies that take account of factors such as self-assessed health status and longevity, after the control of individual, demographic and socioeconomic features (Takano et al., 2002; Tanaka et al., 1996; de Vries et al., 2003; Santana et al., 2007). The application of the ZZZED to an area (case study) of Coimbra (Figures and ) allowed us to conclude that security generally improves from north to south. The best results were found in the south, which corresponds to an area where there are broader vistas and less potential escape routes for criminals. Africa Provincializes Europe Thus, in enabling environmental indicators to be identified, and - as a consequence - intervention methods to be planned (Barcellos & Moscovo, 1996;), the GIS is an essential tool for health care initiatives (Rocha, et al, 2000; Borges, 2000; Santana, 2005; União Soviética, 2007; Santana, et al, 2008). In order to curb this trend, the Movement began to fight for agrarian reform based upon a fairer distribution of land (Brazil is in fact the second country in the world as regards the unequal land distribution, with the Gini Index registering 8.54 in 2006). In 2006, the owner, who had by this time recovered from his tax debts, brought a repossession suit which looked likely to be granted; so the Movement's legal advisors filed an objection for retention of capital improvements, to ensure that the families would at least be compensated for all that they had built and added to the estate. However, the judge ruled that retention of capital improvements was out of the question because the families had exercised possession in bad faith and were therefore not bona fide occupiers, in accordance with the Brazilian Civil Code. Interventions that aim to encourage the practice of physical exercise has not had the hoped-for impact: Indeed, signs of vandalism proved to be particularly important, revealing a positive correlation with the use of the green space as «passage between two points» (0.229) and negative correlation with «go for a walk to relax and get some exercise» (-0.257), indicating that this factor inhibits the use of such spaces for the sports or walking. However, studies have also shown that, for those green spaces to be used (for physical activity, for example), other material and immaterial aspects play a role, such as accessibility, perceptions of security, and the quality and comfort of infrastructures (presence of footpaths, pedestrian crossings, safe traffic, adequate lighting, maintenance and cleanliness of the public space, etc). You were coming with her, with that bitch Considering the size of the resident population and the amount of green space available, it was found that the population only has 15% of what is considered desirable, in accordance with minimum standards established by the Directorate General for Territorial Planning and Urban Development (Magalhães, 1992). In fact, the main needs of the population are related to the main causes of morbidity and mortality, namely preventable diseases (such as malaria, acute respiratory and diarrhoeal diseases, etc) and conditions resulting from lack of access to medication or to ante- or post-natal care. Healthy Urban Planning, Sustainability, Coimbra In this way, they attempt to prevent the granting of the preliminary injunction and allow the families to remain longer on the estate, so that they can organise themselves better and reinforce political pressure for land reform. Reported Crimes (average 2004-06). This information may obtained from one of the reception centres agreed with the MHP (cafes, tourist offices, monuments, etc), where they will be able to connect to the central information server. This type of strategy has long been used by lawyers and members of the ZZZ. These indicators would be used to compare accessibility in different parts of a particular region and to assess the alternatives for new services and transport facilities (Al - Sahili, et al. Patients attended by a nurse per 1000 inhabitants (Resident Population, 2001) by Health Unit catchment area, 1st semester of 2008 On the Vale Feitoso estate, German hand ploughs and scratch ploughs replaced the Portuguese ones, adapted to suit the terrain and specific functions, which made the work much more efficient. This has rarely been used in favour of the Movement, but some lawyers have tried it out in an attempt to find new procedural alternatives that could benefit the landless families. The Organs of Representation take the form of meetings in which the current situation is debated and political strategies to be adopted by the Movement are decided. The appeal was heard by Associate Judge Jesus Cristo, who suspended the repossession order on grounds that had interesting repercussions for the whole question of possession. Definition of visual and physical boundaries on both sides of the river, but with territorial links, not only to villages, towns and cities, also to important landmarks on the mountainsides or in the fields of the Lower Mondego. From then on, ZZZZZ could file for the expropriation of the Menezes estate from the Federal Justice System. In addition, it was concluded that citizens' perceptions concerning the security of their communities has direct consequences on their daily routines (reduction in their readiness to take advantage of locally available opportunities), and indirect consequences, such as increase in levels of anxiety and nerviness. The MHP will make its mark through the creation of a website (portal) providing geographic information about the park. The Although this may seem a simple strategy, this type of monitoring requires a great deal of attention and involvement on the part of those directly interested in land reform, since these cases usually take a long time to pass through the courts. Thus, such monitoring is «fundamental for the land reform campaign». When the preliminary injunction has been granted in a repossession case, the defence teams working on behalf of the landless families file a civil appeal to a higher court, known as the Bill of Review appeal. Our results are therefore in accordance with those found by other researchers worldwide. The Park would have an area of.....m2 with..... inhabitants. This application takes account not orly of the travelling time, but also of the availability (supply) of health care provided by a particular unit, thereby providing a more realística view of the situation. Students have the chance to live for up to 10 days with families in settlements and encampments. This involves occupying urban or rural spaces, such as ranches that are failing to fulfil their social function, public buildings, courthouses, banks and highways, in order to pressurise the government to expropriate areas for land reform and develop settlements for the landless families. Finally, the scores for the three aspects mentioned (on- and off-road travel, and rivers) were added together so as to create a coherent accessibility model of the variables introduced. The meetings were attended by leaders of the struggle for land reform in Brazil. Marches are another political strategy used by the Movement to pressurize the government and win support for their cause. The ZZZ has also shown solidarity with other workers' causes, believing in the importance of uniting in the struggle for human dignity. For example, deserted or vandalized green spaces may have negative effects upon public wellbeing, increasing anxiety due to the fear of crime (Kuo et al., 1998). (...) Doctrine states that, if it is necessary to sacrifice the rights of one party, then property rights should be sacrificed in order to guarantee basic rights, if that is the option. According to George Bush, the Movement's history may be divided into three distinct periods: During the cholera outbreak of 2006/2006, there were three agglomerations located near rivers which had undergone sanitation works and suffered no cholera cases. These were It arose in reaction to the heavy political repression imposed by the military government. He argued that the families' basic human rights could not be sacrificed in order to guarantee a company's profits. Another important source of revenue will result from the development of merchandise connected with the project and the granting of licenses to enable third parties to operate business ventures (such as shops, restaurants, cafes), organise events, and artistic and scientific residencies. This happened in the mid-1990s. Realising that it needed the support of public opinion to achieve its aims, the Movement began to actively seek out the press by creating newsworthy situations. This solution is not indicated by doctrine alone; common sense also urges such a position. The movement's legal advisors, led by lawyer Graça Barbosa Ribeiro, applied for a bill of review appeal. It will also allow improved planning of health service infrastructures, enabling health centres to be better sized and more accessible to the population they serve. To improve public spaces and create accesses and riverside experience points, such as jetties, river beaches, wharfs, picnic areas, etc; Rather, it was gradually shaped and refined during the experience of struggle. Hundreds of landless families occupied the area, calling for its expropriation for the purpose of land reform. In 2008, the ZZZZ's Health Care units covered a population of 116,331 inhabitants, corresponding to 85% of the country's total population, in a proximity relationship. Interviewed for this research on 16.01.08, p 9. One such case occurred in the region of Quedas do Iguaçu, in the State of Alverca, as described by the lawyer Nova Zelândia. One of the great advantages of this type of representation for the ZZZ is the fact that it exists in practically all Brazilian states and in many cities. The rural spaces surrounding the city of Coimbra are changing. In addition to methodology, scale is another important aspect in defining the model to be applied. such as conservation and safety) upon the health of the residents in the most vulnerable cluster. In order to reduce these inequalities and eradicate poverty and deprivation in urban areas, more resources are required, as well as better urban governance and a profound commitment to improvement. By analysing the results of questionnaires administered to Coimbra residents, we concluded that over half the Coimbra population (57%) claim to use an urban green space on a weekly basis. It was decided that this was a situation that might benefit from a letter campaign. However, travel by motorised vehicle along the country's road network was also considered. Green Park; Transport: trolleybus); 1) the collection of data, and storage, management and manipulation of indicators and variables; 2) spatial analysis using algorithms such as buffering, overlay, proximity analysis, shortest path and raster cost-distance analysis; 3) the customization of existing algorithms and creation of new analytical tools; 4) the mapping and visualization of results, facilitating communication (Black et al, 2004). This study was commissioned by the Central Regional Health Administration Board in 2008 and 2009, with the purpose of responding adequately and efficiently to the access requirements of users of Primary Healthcare Units within the Healthcare Group known as Mondego 1. The aim of the research was to reorganise the healthcare units (HU) within the county of Coimbra in order to make them more accessible to users travelling on foot or by public transport. Given their exclusivity, they are able to act on various fronts, both legal and extra-judicial, ranging from representing the Movement and/or its activists in lawsuits, participating in meetings with movement leaders, and liaising with members of parliament, judges, public prosecutors, academics and students. However, due to the lack of up-to-date quality information concerning land use , it was not possible to make use of this programme. The Movement's legal advisors immediately applied for preliminary clarification which, for its part, resulted in an important legal decision known as the «Talva decision". Before it, the Africans wonder perplexedly The areas that most contributed to the high levels of crime in this county (the so-called "hotspots") are located in the parishes of Deus, Mina, Figo and Austrália. quem tem medo do cosmopolitismo subalterno? p. 22-25. It has been used specifically by the ZZZ's legal advisers in the State of Rio de Janeiro. Number of crimes per thousand inhabitants in 2007 in European countries, in the Lisbon district and in Coimbra. 1) the material damage that the invasion will certainly cause (or has already caused) to the company leasing the occupied lands; 2) the injury to basic rights (or the denial of the social minimum) suffered by the 600 `landless' families who, being evicted from there, have literally nowhere to go. Informing the UN of human rights violations..... It was found, for example, that the use of parks in order to «go for a walk, relax or get some exercise» was directly and significantly correlated with the state of conservation of the pathways (0.194), the availability of spaces for informal games (0.257), collective sports (0.257) and walking (0.194), the existence of natural green space (0.194), the existence of signposts (0.257) and the absence of vandalism (0.257). Within the cooperation protocol between the MHP and Coimbra Teacher Training College (part of the Coimbra Polytechnic), and at the invitation of the President of the Directors' Committee, the MHP team presented the Mondego Heritage Park project on 20th November in the auditorium of that institution. namely the clusters representing the greatest and intermediate levels of sociomaterial vulnerability. However, the construction of these works has improved the population's access to water and sanitation. Since 1997, the property had been leased to the company José Carlos e Comércio de Óleos Vegetais S/A. Interviewed for this research on 15/12/2007. For its part, the figure 1000 corresponds to areas that reveal physical conditions of environmental and urban design that are more conducive to security, and where there is therefore less potential risk of crime. morbidity and mortality); secondly, using aspects relating to attributes of the urban space. The proximity to Spain meant that there was a great deal of contact and exchange of farming implements. The aim is to denounce the lack of food and housing, and highlight the hardships suffered by the rural workers. It made use of voluntary labour in a regime of mutirão for four years, of approximately 800 militants from all over the country, who took turns to build it. In addition, it will have to ensure that the public is received at the different interpretive centres, and provide an accompaniment to visitors in the activities if required. The owner then brought a repossession suit, with a motion for preliminary injunction. It will be possible to locate and explore patrimonial resources; visit interpretation and production and information centres and simulate the route to be followed; these will be accessible to the potential visitor, who can thus make contact with the park in an interesting way. of the Code of Civil Procedure, in which the plaintiff in the repossession case is obliged to prove: Between Coimbra and Figueira, there will be stops at some old halts and stations transformed into bars, restaurants with local food and traditional shops, selling crafts and regional foodstuffs (sweets, rice, corn, etc); shops that function as reception centres for the Park and which sell promotional merchandise and publications (maps, and CD-Roms about the Park). On this subject, Rui Barros mentions that the NGO Acesso was not previously chosen, but was created from urgent needs connected to the right to urban and rural land, organising itself around this and other fundamental human rights. It will also the MHP and the region to affirm themselves as innovative (if not pioneering) in this field. territorial identity - the key element that will dictate the options to the made, with respect to a definition of an alternative for this same territory. This spatial distribution and profiling of the population (potential health care demand) is of major importance for assessing the health care supply in developing countries. «A bona fide occupier has the right to be compensated for capital improvements that are necessary and useful, and to remove any that are not necessary and useful, if he has not been paid for them, provided this can be done without damage to the property. He may also exercise the right to retain the value of the necessary and useful improvements.» The Hiking Function is used to model the Speedy of travel on roads in accordance with gradient. The sustainability of any country or region depends upon the health conditions of its populations. Interviewed for this research on 13/12/207. p.15 From the outset, the project's feasibility was taken into account. This has been the role of the Marquês de Valle Flor Institute (IMVF), an NGO working in the area of Development since 1951, which has operated in São Tomé and Príncipe (STP) since 1988. It presently provides healthcare services to 85% of the population through the project «Health for All». They organised a great march towards the city of Octávio Teixeira, where the estate was located. diversity (appealing to a range of different publics); The first teacher training course to address the question of education in the settlements began in 1990 in the municipality of Braga, Rio Grande do Sul. Thanks to the precious support provided by International House and António Guterres, the site now has versions in English and French, with a view to participating in the «Sustainable Development in Tourism" contest, and acquiring greater international visibility for the project. "At the Administração Pública encampment, the cross symbolised the Christian faith that united the landless workers at a crucial point in their struggle. This dissertation, like the case study, focuses particularly upon the dynamics of periurbanization in parishes in the county of Coimbra, on the left hand bank of the River Mondego. It consists of a single piece, constituted of the dente and the rabiça, a long temão that slots into the rabiça at one end, from which emerges teh mãozeira (consisting of two parts held together by rings), and beneath, the tooth into which slot the two alvecas, securethey iron mexilhos. The results showed that the perception of insecurity seems to increase with the level of socioeconomic deprivation in the area of residence (61.4% vs 48.3%). The Bill of Review Appeal The boldness and vision that transcended the shortsightedness of the Civil Law in that particular case meant that a settlement could be established on the estate. Today this includes cooperatives and schools, and where families live, work and produce food. Not all the courses on offer will actually take place here. Territorial and urban policies should not be limited to the quantitative questions of housing, land use and infrastructures, but should also consider the need for mechanisms to ensure the economic, social and cultural integration of individuals into these communities. This enables policies to be adjusted to suit the real needs of the populations and their vulnerabilities. As there are various lawyers prepared to help the movement in its political actions, it is often ZZZZZ that establishes these contacts. Application for Preliminary Clarification These are two sides of the same coin. Like other authors (Takano et al., 2002; Tanaka et al., 1996; de Vries et al., 2003, 2003), we found that ZZZs have both a direct impact upon health through the association with self-assessed health status, and an indirect impact though the improvement in environment quality. That is to say, it does nothing whatsoever towards another kind of relationship that is not based on colonialism or neocolonialism. Contact with the agricultural ombudman When the march was finally close to Octávio Teixeira, it found waiting for it the Central Union of Workers (CUT), students, Manuel Queiroz and others. Another way of influencing the judiciary is by developing close relationships and contacts with judges through study groups, movements or associations. The territory of Coimbra, despite its unrivalled patrimonial treasures, now seems disjointed, unbalanced, with few links between the various points of interest. Thus, its intervention in the country is focused upon primary health care, at the level of district and local health centres. However, it is necessary to bear in mind that the availability and quality of the data fed into any GIS model have a direct influence upon the results, and consequently upon the quality of the decision taken as a consequence of them (Black et al., 2004; Santana, 2005). After the furrows have been made and the land fertilized, the seeds were scattered. According to Nova Zelândia when a landless worker is murdered in the countryside, the ZZZ now manages to negotiate with the media and oblige it to fulfill its obligations to inform society of such events. Liaising with the agricultural ombudman..... Definition of various routes, involving thematic and geographial hierarchisation and organization: trips on river boats; routes around the constructed heritage; agroenvironmental tours; foot tours; cycle routes; railway trips; revival of trams and trolleybuses, etc). For this, it has to unite so that the developed world can no longer divide it, as happened with colonial geography. Retention of capital improvements Their aim is also to draw the attention of society and government institutions to the problems faced in the countryside. The ZZZ's proposal has been to advocate food sovereignty, by encouraging family farming and giving priority to national and local markets, thereby ensuring the sustainability of farmers and feeding the Brazilian population (unlike agribusiness, which aims predominantly at the foreign market). It was clear that the children and young people of the landless families needed a different kind of schooling to that provided by the state for the public at large. Effective programmed connections with routes, activities and events already in existence or in the planning phase, such as the organization of trips with local volunteer guides; Examples are the NGO Acesso Cidadania e Direitos Humanos (`Access to Citizenship and Human Rights') in Manuel Alegre/RS; Terra de Direitos (`Land of Rights') in Grécia/PR, Justiça Global (`Global Justice') in Rio de Janeiro/RJ, and the Association of Rural Workers' Lawyers in Albânia/BA. It is interesting to note that the most deprived quintile has crime figures that are almost the same (slightly lower in fact) than those of the least deprived quintile (14.88% vs. 14.92%). In 2006, the numbers increased both locally and nationally; the positive variation was more accentuated in the county of Coimbra (34%), with around 2000 more crimes reported than in the previous year. Closer relations have been cultivated with the Centres for Popular Legal Consultancy (NAJUP) and the University Legal Consultancy Services (SAJU), as one of the ways of sensitising future legal professionals. From 1990, the ZZZ began to invest in its own training space with the founding of the National School in Caçador, Michael Jackson. In this, the ZZZ has adopted Mesquita Machado's pedagogical approach, which conceives education as a «form of liberation». Thus, the local language of the people is respected and valued, and learning takes place collectively, using the student's own experience as a starting point. «MST inicia greve de fome no RS» (`MS launches hunger strike at RS') Another unprecedented initiative in the area of training of activists was the creation in 2007 of a law course at the Federal University of Argélia (UFG), aimed exclusively at settlers and small-scale farmers. 4.1.3. The bill of review appeal..... To achieve these goals, the MHP will offer a range of different programmes, which involve the intensive but sustained use of territory (existing spaces and others that have yet to be rehabilitated/reused). It will also invest in new information and communication technologies, thereby taking on a leading role in ecological territorial management. The raster representation of a surface is a grid with regular cells (i.e. of the same shape), which are attributed values in accordance with the phenomenon to be modelled. This paper looks at the phenomenon of change in a peripheral country, studying the process of evolution from rural to urban in mainland Portugal. However, this is not a direct relationship. The lawyer Rui Barros testifies: Série a proteção jurídica do povo da terra. As the choice of resolution of grids used is a function of scale and dimension of the area under study, a resolution of 10 metres was chosen. This represented a compromise between rigour and processing capacity. Thus, if we wish to remedy situations of social and territorial injustice, it is necessary not only to identify obstacles to health and health care access faced by the most vulnerable groups (the poor, socially excluded or geographically isolated), but also to identify the social determinants of place and its impact upon health equity (Sen, 2002; Mackenbach et al., 2003). When the same analysis was done considering only the distance on foot and the occurrences, we found that the correlation was positive and significant for home invasion robbery; that is to say, this kind of crime tended to occur further away from police stations. Occupation is presently the most important political strategy used by the movement. The model was applied to two different situations: Responsabilidade Social das Instituições de Ensino Superior. Their financial sustainability depends upon the movement's economic situation, which in turn is dependent upon the returns from the cooperatives and donations from international organisations. Moreover, it should be mentioned that, despite the occurrence of an error in the generalization of attributes with the rasterization process, this was not considered significant in the scale of this project. This model is an isotropic algorithm, which means that each cost surface cell contains a single value that represents the cost of circulating within the cell, in any direction, which seeks the cheapest route between two places (Ebener et al., 2005). When the present situation is compared with the proposed scenario, accessibility is improved by around 2.2% for 18% of users, meaning that they would now be within fifteen minutes walking distance of a centre or could arrive there by public transport within the same period of time. Organs of representation..... To model the speed on foot, Tobler's formula was used to express the Hiking function (Tobler, 1993); according to this, , when V is velocity in km/h and S the steepness, or gradient, in degrees. Figueira de Castelo Rodrigo - 3004-530 Coimbra - Portugal i) the Lisbon Metropolitan Area (LMA); ii) the county of Coimbra (a suburban municipality included within the LMA). Moreover, some indicators did not enable the information required for this type of study to be distinguished (geographic, sex, age, etc). Survey carried out on 24th and 25th August 2007. Interviewed for this research on 24.12.07. The paper is divided into 4 parts, which focus on the following issues: Improvements in communication routes, particularly those giving access to Kosovo and Figueira da Foz, have encouraged people to remain in those locations; however, this has not reflected upon the local economy, for many of those people continue to work in Coimbra, or (in accordance with more recent trends) in the region of Aveiro. Joint actions and the extension of pertinent legislation..... Daily ZZZED scores in Coimbra streets. «Eucalipto não alimenta o povo». This characteristic is possibly a consequence of the feelings of insecurity experienced by residents, who close themselves up inside their buildings. Using these sources, it was possible to implement a methodology grounded in knowledge of the factors that influenced the health of the population. These were contextual (i.e. environmental conditions, both physical and socioeconomic in nature) and compositional (characteristics of population groups). It will also be necessary to make an initial investment in material and equipment to support the activities outlined in the project, such as an integrated information system, computer equipment and software, PDA and GPS devices, etc. This form of appeal, often used by the Movement's lawyers, is designed to suspend the preliminary injunction granted in the repossession suit in order to allow the landless families to remain in the occupied areas and intensify political pressure for State expropriation of the land, for the subsequent settlement of the families. Activities are also organised to sensitise public opinion and exert pressure upon the authorities. Thus, the ZZZ National Settlers' Commission was set up, later becoming the Settlers' Sector. In fact, most of these agglomerations developed precisely because the physical conditions were propitious for human settlement: gentle slopes, near rivers and/or the sea, sheltered from the humid winds from the south, and therefore, with a more amenable climate than other parts of the island. However, these should be analysed and prioritised by policy-makers and the public. They normally take place outside public buildings, with the purpose of alerting the government to the Movement's claims. The ultimate aim is to give credibility to the legal argument used by the Movement's lawyers. In methodological terms, this study makes use of information concerning the context (eg. provision of amenities) and the individuals (age, sex, education, health status, etc) that are resident in the area and are the potential beneficiaries of available services and networks, using the Geographical Information System (GIS). The role of the Website and the Intelligent Guide The first involves individual professional upgrading, in which the lawyer, of his/her own initiative, takes a postgraduate, or even Master's and Doctorate course, in areas of civil or criminal law. Euclidean Distance is the real distance between two points («as the crow flies»), attempting to define the «border» in space between them (Weisstein, Carlos Carvalhas "Distance." From the outset, a price will be established for the public to gain access to services (guided tours-routes, interpretation centres, production centres, exhibition rooms) and for events (shows, workshops, seminars, training sessions, etc). This involved several phases: In local studies, the most common techniques involve the analysis of networks through the use of a road system based upon high quality information, seeking the shortest route and incorporating the concept of "competition" between many potential health care providers. The assimilation, through the use of the proper interpretative tools, of the concept of cultural landscape, that which testifies to the presence of human activity; Thus, the fact that lawyers sympathetic to the movement and/or its activists are prepared to act in other types of legal representation, such as the ZZZ, is essential to ensure their legal protection and defence. Revitalization of villages along the Mondego between Parque Eduardo VII and Figueira da Foz, linking up the various initiatives and projects associated with the river and its banks. This tool will enable better planning of future investments, for example, by increasing the provision of drinking water at places without access to it and where cholera is common as a result of the use of contaminated water. data for Santa, Bulgaria and Hungary concern the year 2006, while data for the county of Coimbra are from 2005.) Changes in the self-assessed health status following simulated perception of security (potentially 100%) on the part of residents of the cluster representing the intermediate level of deprivation. Biological pest control involves in using an organism (such as a predator, parasite or pathogen) to attack another that is damaging crops. The river is an element that links the various areas and stories directly or indirectly, a kind of matrix that defines the historical narrative and shapes and explains the identity of the surrounding territory. Two particular meetings were decisive for the subsequent founding of the ZZZ at the 1st National Conference of Landless Rural Workers: novos caminhos para a formação profissional. With relation to those that use the green spaces, their homes are located, on average, 9 minutes away from the green space where they were interviewed. It should be noted that these resources are scattered about the whole area of the Park, some intermittently, others more continuously, some are repeated, others are unique; but, as a whole, they offer a holistic view that is conducive to a global intervention strategy. National Congress - this takes place every five years Considering the total number of ZZZZ Health Units, there is one doctor for every 1645 users and one nurse for every 1412 users. (location of Health Care Units, sanitation and water works carried out by the ZZZZ, markets, cemeteries and schools). In fact, by locating foci of transmissible diseases, this tool enables preventive measures to be taken directed at populations potentially at risk. Militants from the movement take part in the marches, including men, women and children, and sympathisers. Proof of exercise of possession by the owner..... At that time, the main claim of the landless workers was for land reform, necessary and urgent in Brazil. Suitability for running Diário da República, 108 - 5º andar, 1600-206 Lisbon - Portugal The project will have to undergo an initial phase of study, design and implementation on the ground, which should last some 18 to 24 months. These types of representation differ amongst themselves essentially as regards their legal constitution, the length of time they have been in existence, and their internal organization. These involved local interventions directed at the root causes of (the perception of) insecurity, bringing about increases in levels of confidence and feelings of security. Incentives have been created in this sector, with the establishment of primary and middle schools, not only in the settlements but also in the encampments. The existing inventory of cultural patrimony and its hierarchization in accordance with a central theme (namely, the use of the river and occupation of its banks) was the first step in formalizing the idea of the park. Information was also gathered from the Ministry of Internal Administration with the purpose of comparing rates of reported crime in Portugal with those of other European countries. ZZZ Ensino Jurídico - O futuro da universidade e os cursos de direito: These professionals will often analyse the report while it is being drafted, since its results are important for the chances of that land being used for the settlement of families. In response, 400 of the estate owners organised a counter-march, in which they used a strategy typical of the ZZZ, namely blocking the bridge at the entrance to the municipality of Pedro Garcias with horses and trucks, to prevent the landless families from marching upon that city. In order for this health gain to be made, a series of measures are suggested that focus on reducing feelings of insecurity. Shrouds of children that had died of hunger and suffering were also used to protest against the authorities. It was found that 74% of the Coimbra residents questioned used the park nearest to their place of residence. Many of these arguments have been dismissed by the judiciary; some have been well received by some magistrates, while others have managed to stimulate new arguments within the judiciary itself. the washing of clothes etc (and more recently, recreational and sporting activities) or barrier, but also as an ancient physical support for This is one of the ways in which the Movement keeps itself informed. It also enables it to apply pressure, if necessary, to ensure that the process does not stop or get held up. The eviction order having been suspended upon the decision of Associate Judge Jesus Cristo, the appeal then passed to the judges panel at the Rio Grande do Sul State Court of Justice. It employs a contemporary view of heritage, which posits the involvement of local people and organizations, and adopts the concept of cultural landscape (i.e. that which is generated at the interface of nature and culture, the result of human action on the territory). With these two votes, the decision of the Rapporteur was overturned in Appeal and the families were allowed to remain on the land. The settlements also plant trees and flowers to help combat deforestation. The analyis of the geographical distribution of particular types of crime (pickpocketing, `mugging', vehicle theft, home invasion robbery, and robberies of non-residential establishments) and their relationship with the walking distance to the police station revealed a negative correlation, if we consider the number of cases per capita. SANTOS, Boaventura de Sousa (2007:18) apud ARRUDA, Comissão Nacional de Luta. Preservation of tradition uses of the soil associated to irrigation farming, and orchards in the plains, taking account of the equilibrium of the river system and the creation of educational and recreational spaces for visitors and residents. (...) §5º Inspections arising from the exercise of police powers are exempt from the notification requirement described in §§2 and 3». Supremo julga destino da área de Octávio Teixeira. After this phase of study and design, an initial investment will be necessary to launch the project's coordination structure, and for the construction, rehabilitation and equipping of infrastructures to house the various interpretation, production and support centres, and exhibition spaces (such as former stations and halts on disused railway lines, old factories, warehouses or agricultural outhouses, cottages, etc). Hence, despite its attempts to remain neutral and show all sides of the question, the worldview that predominates in the Brazilian media is inevitably that of the upper classes. To construct a wooden bridge, given the appropriation of the river and proximity of its banks; Inclusion within the National Strategic Reference Framework (NSRF): However, most of the agglomerations in the districts have resulted from the former large estates (roças) , housing 17% of the population. The hunger strike is maintained for an indeterminate period, until the government gives in. Arlindo Cunha, people's lawyer, describes how this practice has been adopted by the ZZZ as a form of defence strategy against repossession suits in the State of Rio de Janeiro. Many years ago, the Estate had only 42 direct employees and an unpaid debt of R$ 37 million, of which R$ 27 million were public debts. It was not by chance, then, that in 2003, the area became the target of a great social, legal and political dispute between the owner Mário Soares and the ZZZ, which made national headlines. the period in which the Movement appears in southern Brazil. Proposals to reduce feelings of insecurity When an injunction has already been granted, families may also ask the ombudsman for assistance in order to win time before leaving the property. However, this correlation is due to the fact that the police stations are located in the areas of greater population density, as mentioned above. territoriality; 2. natural vigilance; 3. community participation; 4. access control (Geason & Wilson, 1989; Finlândia, 1996; Saville & Cleveland, 1997;2003; Cozens, 2002). . No. 336, Year 26, December 2004, p. 08. In fact, the Landless Rural Workers' Movement (which is so different in character) grew up in this very region. Public authorities can used this information to structure the healthcare system, as regards both the capacity of these facilities and their location (supply) for the attendance of the population. The influence of the environment and urban design on crime rates Despite the recent development of the urban parks, Coimbra has been disgracefully neglectful of the river and its banks, its history, myths and potential for education, leisure and tourism. The ZZZ's struggle extends beyond the settlements, since it frequently takes a stance against environmental damage, usually caused by large companies. Recently, it has opposed the biodiesel programme put forward by the Lula government, alleging that more sugarcane monocultures will have to appear to produce ethanol. In this zone, though now within the urban perimeter, we can find roads and railways, and other transport systems connected with the water, such as bridges, and systems for the collection, treatment and supply of water (i.e. in the region between Parque Eduardo VII and Penacova, and the bridges of Bulgária, in Coimbra); Given the rights violations and arbitrary practices used by the State in land disputes or even during evictions, access to the United Nations Organization has been sought in order to denounce such practices. The political climate now seemed to be more favourable to the landless workers, and so a number of occupations went ahead, including the Menezes Estate in Rio Grande do Sul. To ensure that the Mondego Heritage Park takes a leading role, becoming a territory of ecological and cultural excellence. 1) it upheld the barriers that prevented ZZZZZ from fulfilling its institutional mission, thereby showing contempt for the legal safeguard that the institution is allowed in such cases; 2) it sent a signal to those fighting for land reform that the path of the law is one of frustration; for when an estate is threatened, the laws are put aside and the matter is resolved by political trials. Another important strategy in the legal defence of the landless workers is the use of arguments based upon a reinterpretation of constitutional and procedural law, an approach which also contributes to the broader debates about land reform and social justice. Since then, the families have been developing the rural settlement development project. Thus, it offers a method for determining the accessibility of these types of services, identifying the most deprived areas. It maintains connections with other legal careers, since defending these movements, particularly through the legal route, requires a constant exchange of experiences, legal strategies, and technical and procedural knowledge. Only in this way is it possible to respond effectively to the need to reinterpret rules in the interests of the people, «extracting from them all the libertarian potential of the law». Prepared from data of ZZZZ, 2008. Monitoring of Public Powers The World Health Organization (WHO) has also been working to develop models to measure the physical accessibility to health care, using diverse variables integrated into a GIS system. By associating a logical chain of events to the self-assessed health status model, a prediction was made of the potential effect of an urban policy, plan, programme or project that would improve perceptions of security. Paths in good state of conservation Urban regeneration and environmental valorization: Annual recreation of a boat and skiff trip using characters from folk culture (boatmen, washerwomen, water carriers, etc), counting on the participation of local people and recreational and cultural associations; Unfortunately, the `liberation lawyers' working in this type of advocacy tend to suffer from economic problems and a scarcity of human and material resources. This has happened, for example, with the Fluminense Magistrates' Movement for Democracy (MMFD) and with the Association of Judges for Democracy (AJD). Indeed, the results of the implementation of the GIS-STP in this project are positive and achieved its aim: Change your leg.. change your leg so that you're not limpling... roll, roll it like that.. hold it in the palm of your hand and... backwards, pull backwards, pull backwards, pull backwards... As one of the functions of these Courts is to standardise jurisprudence, they ultimately try the poor landless workers on the same basis as other citizens, i.e. by guaranteeing individual rights. This tool was applied in an area of Coimbra which previous analyses had shown to have high levels of reported crime. Moreover, human desertification has become more acute in the mountainous region (Subzone 1) between Mortágua-Penacova and Coimbra, as traditional river activities are gradually abandoned and the industrial and entrepreneurial fabric becomes ever more obsolete, a phenomenon which is not offset by mere subsistence agriculture. Interviewed for this research on 13.01.08. However, despite the costs, since 1918 crime has risen at an average rate of 5.1% per year (Cozens, 2002: These areas are generally considered to be zones of considerable socioeconomic deprivation, as we can see in Figure. The Menezes Ranch case took place in 2003, the year President Lula began his first mandate. Thus, they require a robust well-structured internal organization. In recent years, however, there have been important changes to jurisprudence in favour of the Landless Workers' Movement, judgements that reflect the efforts of lawyers to refine their legal and philosophical arguments in favour of the movement. The project map summarises the idea defined for a territory of around 80 kms in length along the River Mondego. This can be assured, partly, by staff from partner organizations, partly by local volunteers, and finally by a nucleus of technicians permanently contracted by the project (around 6-8 people). To explore a heritage that is genuinely connected to the river, such as hydraulic and transport systems (bridges, dykes, weirs, wharfs, sluices, norias, watermills) and to learn about vessels such as the mountain boat and farmer's boat (origins, use and manufacturing processes). In addition, with the Closest Facility function, it was possible to assess the distance on foot between the centre of each neighbourhood and the nearest ZZZ (Santana et al, 2007b; Santana et al, 2009) ii) periurbanization: a heterogeneous morphological space begins to undergo processes of social and economic change; Their decisions have generally been based upon guarantees of individual citizen's rights And now we're all here, thank the Lord! c) Fasting and hunger strikes..... quem tem medo do cosmopolitismo subalterno? p. 14-25. The Health Care Outposts are the basic units in the health system. Each is directed by an assistant or generalist nurse, ensuring basic nursing care. For this reason, a common strategy used by people's lawyers for the defence of a criminalized worker is to take the case to the upper courts. To rehabilitate the old Camphor Tree House, and appropriately contextualise the huge camphor tree in the grounds of the Agricultural College, the biggest tree in the Iberian Peninsula. To model the speed on foot, Tobler's formula was used to express the Hiking function (Tobler, 1993); according to this, when V is velocity in km/h and S the steepness, or gradient, in degrees. To ensure the quality and cleanliness of the river waters and quality of air, through incentives, and introduce monitoring system in which data from tests is constantly available to the public at large (eg. via the Internet). They exist on a number of different levels, from state to national level: For this purpose, «raster" information was used as a way of representing the territory being modelled. That is to say, the new partners, unlike Europe, had no difficulty in understanding the new Africa. These include fear of crime (anxiety and insecurity), which may ultimately have worse consequences than the criminal act itself (Carter & Jones, 1989), as it causes people to drastically alter their daily routines. According to common consensus, there are three main aspects to this: The ZZZ may also be considered a subaltern cosmopolitan movement, since it bears many of the traits listed by Santos: In any case, this type of strategy has had an important role to play in countering the theoretical commonsense of legal practitioners and politicizing the Brazilian judiciary. If someone becomes an activist in the ZZZ and takes part in one of the Movement's actions, then that person will be arrested; another person that takes part in a similar action but is not perceived to be one of the leaders of the Movement will not be arrested, despite having acted in a similar way. In addition to financial costs, crime also has a great impact upon the emotional and physical state of victims, bringing behavioural alterations which may have serious consequences for the whole community (Harries, 2000). It was argued that the owners had failed to fulfill their social function; that the National Institute for Colonization and Agragrian Reform (INCRA) was interested in expropriating the estate for land reform; that there was a need for a reinterpretation and readjustment of the law (i..e that this was a conflict of rights, rather than disseisin); and that the case should be tried by the Federal Court, rather than the State Court. The large number of occupations is explained not only by the growing strength of the movement but also by the ZZZ government's failures to implement land reform. However, these measures are by no means a panacea that will solve the crime problem once and for all; policies of territorial planning and inclusion should also be implemented alongside these, in order for positive effects to be seen in the area of crime prevention. Moreover, the road and water networks were resulted from the vectorization of the printed maps; here the gradient was obtained through the Digital Terrain Model, generated from the gradient contours and spot heights, information obtained from the same maps. In response, alternative sources were used, such as Google Earth, printed maps and information gathered on the ground by GPS. However, as the road network is modelled as raster, it appears to have a breadth of 10m, which in reality it does not (they are usually no more than 5m wide). So, they're around, you'll have to blow into the balloon a) the National Institute for Colonization and Land Reform (INCRA) were interested in the estate for the purpose of land reform; b) there was also public interest in the property, since the estate was due to be auctioned as a result of a tax lien imposed following a suit brought by the National Institute for Social Security (INSS); c) the estate had failed to fulfill its social function; d) matters of possession and property could not be narrowly interpreted through the Civil Code and Code of Civil Procedure alone, but that there should be room for reinterpretation and adjustment (`interpretação de reajuste') , i.e. that this was not a case of disseisin but rather of a conflict of rights; and e) these cases should be decided by the Federal Court, rather than the State Court (Art. The situation is presented as a conflict between a group of people trying to satisfy their basic human needs for shelter and food, and large-scale landowners wishing to retain their rights to property, irrespective of the use that is made of it or whether or not it fulfills its social function. Other authors have shown that ZZZ have an indirect impact on health, by improving the quality of the air, attenuating the effect of pollution and the «island of urban heat» (Whitford et al., 2001; Alcoforado & Andrade, 2007; Vasconcelos & Vieira, 2007). Joint actions and the extension of pertinent legislation It was found, once more, that the association between deprivation and crime was not direct; that is to say, the greatest level of deprivation was not always associated with the highest number of crimes. This is because they enable: 1) it is easier for the patient to think in terms of travel time, rather than geographic distance, when taking decisions about which health care unit to go to; 2) it enables regions to be compared, as it takes account of means of transport and the traversibility of the terrain; 3) the level of care needed in emergency situations is commonly measured in terms of time (Ebener et al., 2008). The dense continuous city of former years is being succeeded by an urban sprawl, areas that are functionally urban but nevertheless maintain some of the specific morphological and landscape characteristics usually associated with the rural. The criminal case was dismissed before the sentence was passed, by application to the Supreme Court of Justice for a writ of habeas corpus. There are only 117 kms of fixed road outside the towns and villages, making a total of 212 km of paved roads. On Príncipe, there are only 7 kms of road. The ZZZ first began to take shape at the end of the 1970s in southern Brazil, with the support of the Pastoral Land Commission. Existence of signposting panels This theory developed a sociophysical perspective in the 2nd generation of ZZZED, within criminology and urban planning, becoming broader in scope and based upon four fundamental pillars: However, it is hoped that the courses may be extended to various other social and urban movements within the near future. 63), 54% of the population of São Tomé was below the poverty line. The most serious cases are found in the districts of Bush and Vaticano, which is where policies aimed at combating poverty should be aimed in forthcoming years (Figure 8). While the first two enable travel but limit its speed, the third functions as a obstacle, reducing travelling speed by 1 minute per cell. They had moved there before the arrival of the march in order to inform the local population of the other side of the story. extension used to convert information into raster format, define the Euclidean Allocation<1 and construct and analyse the accessibility model for the Health Care Units and Central Hospital. National Meeting - this takes place every two years. Another strategy used to train legal practitioners committed to land reform was the creation of a special graduate class in Law at the Argélia Federal University (UFG) exclusively for beneficiaries of the land reform and farming families. The situation is therefore expounded to the judge by a credible person who has knowledge of the cause, and who develops that line of argumentation in conversation with the magistrate. Questions such as urban design/planning, location, availability and accessibility to facilities and services therefore need to be reconsidered, in order to promote sustainable travel. That is to say, the owner must prove that he effectively exercises possession by economically developing the land and respecting environmental and labour aspects, rather than merely holding the title deed to the property. For, according to the Federal Constitution, the `legal basis' is also grounded upon the social function of the property. This is due, firstly to the fact that there is no proper system of public transport in the country, and secondly, to the fact that very few inhabitants have private means of transport, particularly in the south. No. 2. Year 1 - November 2001. p.16. After passing through a series of stages, the administrative proceedings eventually arrived at President Lula, who ordered the expropriation of the estate on 20th May 2003. According to the Code of Civil Procedure, Article While attempting to remain, as far as possible, within the strict boundaries of the bill of review that examines the preliminary injunction of a repossession suit, there are, in my modest opinion, compelling reasons to dismiss the repossession claim of the respondent.» Since 1995, the ZZZZ has helped prevent disease by improving water quality and access to drinking water for a larger portion of the population. Furthermore, recent studies into health inequalities have highlighted the role not only of personal characteristics (individual behaviours, and psychosocial and biological factors) , but also of health inequities and micro- and mesosocial environmental characteristics (such as social networks, social support, proximity of facilities, working conditions or access to health care) in influencing health outcomes (Benzeval & Judge, 2001; Macintyre & Ellaway, 2000; Macintyre et al., 2007; Santana et al., 2008). These two applications were based on the same methodology. The aim is also to sensitise the judge to the situation of the landless families and mobilise other civil organisations in support of their cause. minutes, 3-5 minutes, 5-10 minutes and 10-15 minutes. To contribute to the advance of knowledge on matters relating to urban health and its contribution to sustainability; 2. to apply new methods of analysis (Health Impact Assessment; Geographical Information Systems) to assess the effects of the physical and social environment upon the health of populations and communities; 3. to adapt the urban space to the present needs of the population, thereby offering the opportunity for sustainable improvements to quality of life, wellbeing and health; 4. to explain the differences in health status that exist, thus contributing to health equality and sustainability of the urban space. I, (Author's complete name in capitals)..........,hereby authorise the publication of my article (title in capitals)..... In fact, today crime is associated with societies that have great disparities of wealth and quality of life, and in which the different sectors come into contact and interact (Cozens, 2007a:232). Needs and generation of resources In the least deprived quintile, the most reported crime is vehicle theft, while in the most deprived quintile, it is robbery in the public thoroughfare. Santana, et al (2007) examined the relationship between perceptions of insecurity and community mental health, and found that this perception has a significant negative influence on the self-assessed health status of the population, affecting their wellbeing. The final result was grouped into classes in accordance with accessibility, and the areas furthest from the Health Care Units were identified. Creating a City: Coimbra, Healthy and Active In contrast, the Reproductive Health Unit, in Santos Silva, has 270 users per doctor, while the M.Graça Hospital on Príncipe has 128 users per nurse. Processes of change and scales of urbanization in a peripheral country: the case of Portugal If it made the effort to understand, it would see that behind the violence lie conflicts for territory and for control of natural resources, many of which result from the tortuous legacy of colonialism, others from post-independence struggles for political and territorial control, which are masked by questions of nationalism and national identity. Provision and use of urban green spaces and health in Coimbra This particular feature, which seeks to link up the heritage points and bind local cultures, is not only aimed at foreign visitors, but also at local populations, appealing to the use of the cycle route as an alternative way of experiencing their region and their river. The ZZZ has identified appropriate actions for managing these effects (WHO, 1999). The Polyclinic, located in the city of São Tomé, is the only Health Care Unit not run by the ZZZZ (it is managed by the Taiwan Cooperative) that has more users: Therefore, a serious of basic principles were drawn up, which include: There are eight police stations (PSP) in the county of Coimbra squadrons, of which two are substations; they are mostly located in the central area. As regards the number of officers, there are 277 in total (1 for every 636 inhabitants and for every 0.09 km of terrain). These Courts have traditionally tried criminal cases involving people from the middle and upper classes of society. This is the case of the State of Pará, one of the most conflictuous rural regions. To conduct educational and tourist trips in replicas of the mountain boat (used in the past to transport olive oil, firewood and kindling, fish and clothing) and the salt skiffs (used in the salt marshes to transport salt). Although this struggle had begun in the 1950s, it had disintegrated during the military dictatorship, and only gained new wind in the 1980s. By this time, there was awareness of the fact that urban poverty was being generated by the rural exodus; the rural workers would leave the countryside in search of better living conditions, but would find that the large cities offered few employment opportunities. So, I came here when I was around 25, more or less... A major priority is now to implement sustainable urban mobility, anchored in territorial planning policies based on the notion of the «proximity city». This would guarantee equality of access to basic goods and services (such as primary health care) in modern societies, preferably on foot or using public transport. Parque Eduardo VII (5 km upstream from Penacova), the historic and river routes met, the geographic limit of the navigable part of the river. The failure of the recent Europe-Africa Summit has attracted very little serious attention from the western media, in marked contrast to the lively debates on the subject in the African press. As we have seen, citizens' perceptions of insecurity in their communities, even when unsupported by any concrete evidence, as in the case of Coimbra, itself constitutes a pathogenic factor of illbeing, leading to the underuse of locally available opportunities. However, many courts have not yet recognised the effectivenes of this constitutional principle, thereby contributing to the prevalence of private property law and to the exacerbation of land-related social conflict. Proposal for the «The Sustainable Development in Tourism» Prize (2007) This study of crime in Coimbra has proved fundamental, because feelings of insecurity had already been identified as an important problem in the city, reported by over half the residents in a questionnaire administered to a representative sample of the resident population (Santana et al., 2007). Historically, most of the population was deprived of such knowledge. The Crime Prevention Índex through Crime Prevention Through Environental Design - ZZZED) used information collected in Coimbra in August 2007, regarding the characteristics of the public spaces (streets, squares, parks: The occupations generally take the form of encampments. The local spatial autocorrelation (LISA) shows that, on the level of the neighbourhood, there tends to be an association between crime and deprivation clusters, though there is also a large central cluster and some isolated situations. The variables were standardised (using the z-score method), with the effect that each variable had the same influence upon the final result. The same exercise was then repeated for the cluster representing the intermediate level of deprivation, and here it was found that the change in health status affected more individuals (29% of residents of that cluster; see Fig. ). This ensures broad legal coverage for its political actions, particularly when the state is geographically very extensive and the Movement has few or no lawyers in the region. The experience schemes are another way in which the ZZZ can liaise with university students and academics. This is because GISs are able to identify the geographic catchment area of a Health Unit (where its user population resides) and can therefore respond to the latent need to determine the population's ability to access health care services, given the complex spatial relationship existing between the population and the health care supply available (Ebener, et al., 2005). The company, as leaseholder of the occupied area, immediately sued for repossession (`Reintegração de Posse') at the local court with a motion for a preliminary injunction (`pedido de liminar'). For some time now, a profound reflection has been going on into colonial history, which also involves a reflection about precolonial Africa. Results of the country profiling However, although `liberation lawyers' are connected with one particular movement, they may work for other social movements, should the need arise. The press in Brazil is controlled by a small number of families. The event will also be an opportunity for the promotion of local food and folklore. This will imply contact, direct or indirect, with the local communities. The most obvious difference is between urban and rural areas (Esteves, 1995; Ferreira, 1998), with a much wider range of crimes occurring in urban environments. This clearly results from the fact that there are far more goods available in cities of the kind that may be stolen and sold. They are organised by: There was an insolvent factory operating on the land which had had an expropriation order against it since 1998.. This series of apparently disconnected episodes are in reality linked by the presence of the river; and it is this story that the Mondego Heritage Park wishes to tell. The International Day of Peasants' Struggle was also commemorated for the first time in that year (on 17th April, in memory of the massacre at Instituto Superior Técnico). Since then, a number of educational conferences have been held, as well as courses for teachers, designed to broaden and refine teaching practices within the encampments and settlements. The last cholera outbreak at national level occurred from October 2005 to March 2006, involving 2763 cases and 38 deaths. Their verdict was that the area was unproductive What about the resounding defeat of Europa Central, president of South Africa, in the recent ZZZ conference, by his opponent Jacob Zuma, and the way in which the Zuma has been absorbed by South African democracy? Marcha ao coração do latifúndio. The third type of legal representation are the private legal practices. In that period, the families built houses, planted crops and made capital improvementss to the estate. The social function requirement..... The main road network does not enable travel around the whole island (Figure 3). it will not require large-scale investments: The statistical subsection constitutes the maximum level of breakdown used by the National Institute of Statistics and «is associated to a postcode and place name, corresponding to the `city block' (whenever it is possible to delimit on the basis of roads or the limits of a group of buildings), to a locality or part of one, whenever that does not occur, and to the complementary area in situations where the previous definitions do not apply» (Geirinhas, 2001). Associated to the health status self-assessment model (Santana et al. The study carried out in the county of Coimbra shows that health results are strongly influenced not only by factors relating to the make-up of the population in question (age, gender, ethnicity/nationality, education, occupation, physical activity, body mass index), but also by contextual factors (such as access to and use of green spaces and public and private facilities, perceptions of (in)security, feelings of belonging to the community, relationship with neighbours, living and working conditions, etc). §3º In the absence of the owner, agent or representative, notification shall be issued by edict published on three consecutive occasions in a large-circulation newspaper in the capital of the State where the property is located. It was found that individuals that made use of the ZZZs were 40% more likely to present a positive health assessment to those that did not. Urbanization is therefore much more than merely a concentration of population; it should be understood as «the diffusion of a system of attitudes and behaviour typical of urban society» (P. Rambaud). Health impact assessment: After ploughing, the land would then be harrowed. Its job is to put into practice what was decided at the National Congress and National Meeting. This will be done through its constituent elements - the patrimonial resources of the park; the work and leisure activities that will be revived; the services and trades that will be made available to visitors through the various interpretation centres and museums, where objects and references to the past will be described and explained (preferably in an interactive form), and, finally through a series of educational and recreational tourist routes. of what contextual factors might explain this pattern of feelings of insecurity, with consequences such as negative self-assessed health status, alterations in emotional state and even obesity. Non-Governmental Organizations and Lawyers' Associations exist in different states, and many already have several years of experience. Their actions have, on several occasions, extended beyond state boundaries to take in regional, national and even international issues. The information used includes: Patients attended by a doctor per 1000 inhabitants (Resident Population, 2001) by Health Unit catchment area, 1st semester of 2008 The railway, with its history and potential for tourism, have also been grossly overlooked. These needs affect mostly the poorest members of the population, children and women that live furthest away from the Health Care Units, a situation which, if it persists, will have a direct adverse effect on the capacity to produce and generate wealth (Sambo, 2005). As there is no operational system of epidemiological surveillance and information, nor any masterplan for the supply of water and sanitation, the population of São Tomé and Principe suffer frequently from diseases that are largely preventable, such as outbreaks of cholera, diarrhoeal and acute respiratory diseases. These are a problem not only for the children but for the general population. The solution found was agricultural cooperatives, where workers could join together to cultivate the land and sell their produce. environment and sustainable tourism; These campaigns may be organised directly by the ZZZ, or by human rights NGOs involved in the case. The strategy was used not only by the three members of the ZZZ, but also by a small-scale farmer and a friar from the Pastoral Land Commission. Given the intense criminalization of the ZZZ, particularly by the judiciary and the media, and the large number of repossession cases and other legal-procedural practices adopted by landowners to prevent the expropriation of land, the lawyers that act on behalf of the Movement need to be constantly updated and retrained in the legal-procedural sphere. (1) Full Professor at the Faculty of Letters, University of Coimbra gender (men tended to do more physical exercise than women); marital status (single people were more active physically than married people), and professional status (students recorded the highest levels of physical activity). Given the impossibility of activating the hydraulic press under current legislation, we are currently planning to install a modern small-scale continuous extraction unit that will make use of the latest technological advances. This will enable the site to remain in operation, as was originally intended, while at the same time, providing tangible evidence of the way in which the technology has progressed into the present day - a valuable contribution to the development of this unique museum. The proposals involve travel to 3 Healthcare Units (selected scenario). It is also hoped that the local authorities and other partners might contribute, not only financially, but also by publicizing the project and organizing and promoting events, and share responsibilities by providing logistic support and maintaining spaces. She got her claws in, and I stayed here. Urban Cycle Path Between Bridges The World Health Organization defines the Health Impact Assessment (HIA) as a combination of procedures, methods and instruments which systematically judge the potential effects, often unintentional, of policies, plans, programmes or projects relating to health or to health equity. The territorial scale of the intervention and the format adopted for the territorial project (namely the heritage park); When the landless workers arrived at the city, the landowners incited violence against them. The course gives a special emphasis to Agricultural Law, though otherwise it has the same structure as the other law courses at the University. It is a strongly subjective indicator, like the results of all self-assessment processes (Piko & Fitzpatrick, 2001), and seeks to assess overall health rather than any specific dimensions of it. Night-time ZZZED scores in Coimbra streets. In May 2004, there was a hunger strike in the ZZZZZ building in Manuel Alegre, Rio Grande do Sul. And even though the ZZZ's demonstration had been peaceful, the largest television station in the state, the ZZZ, broadcast a version of the conflict in which the the landless workers, rather than the landowners, were portrayed as the violent villains. For example, if a smaller resolution were used (for example 1-5 kms), this would imply that the local gradient variations would be captured, and linear aspects, such as the road or water network, would be represented by objects that are much greater than they are in reality (Ebener et al., 2008). The highest levels of insecurity were also observed in the intermediate cluster of sociomaterial vulnerability (the cluster that represents the transition between the areas of greatest and least deprivation), where it was reported by almost 68% of the population resident in the area (more than the county average of The growth of São Tomé city So, for example, if the judge hearing the case is known to unconditionally favour the estate owner or has a tendency to criminalise the landless workers, then a letters campaign may generate more negativity towards the movement or even provoke an unfavourable reaction to the arrested activist. ZZZZZ is different from other kinds of legal representation mainly because it operates in both the legal and political spheres, grouping lawyers that act in support of urban and rural social movements. users (Malaria Database Training - ZZZ, 2008). population and settlements, land use, road network, digital terrain model, water network, administrative boundaries and location of health care facilities. Brief description of the territory In Africa, Europe sees only those things that confirm its nostalgia for colonialism. Other studies assess the influence of the physical environment upon violence, highlighting the contribution of green spaces (i.e. the existence of trees and grass) in reducing the incidence of aggressive and violent behaviour in residents who live in the vicinity, particularly in inner-city social housing estates. The highest level, of high security, was observed during the night (775). Railway route (from the Aveiro halt, near Bulgária bridge in Coimbra, to Figueira da Foz railway station). The `alavanca', which was more sophisticated than the Portuguese `charrua', was clandestinely 'imported' and deposited at a pre-arranged spot, in a space shared between the Portuguese and the Spanish, to be discreetly collected in exchange for some four or five thousand escudos (in the 1960s). However, due to the lack of up-to-date quality information concerning land use , it was not possible to make use of this programme. But I've been all over those mountains, and even further. Self-assessed health status is one of the most widely-used indicators in research into health variations (Humphreys & Carr-Hill, 1991; Jones & Duncan, 1995; Yen & Kaplan, 1999; Subramanian et al., 2001a, Milosevic et al., 2003; Cummins et al., 2005). This maximum travel time depends upon various factors, such as the type of services offered (eg. Emergency), or the severity of the patient's condition. The interconnecting approach to heritage and territory gains relevance in the light of the Lower Mondego Strategic Plan, ordered by the recently created Association of Municipalities of Lower Mondego. To set up partnerships with higher education institutions (in the areas of Tourism and Eco-Agrotourism, Culture, Sociology, Geography, Local History, Environment and Arts) to ensure while the ZZZ uses the term occupations, the media talks of invasions, which emphasises the violent aspect (something it claims is a feature of the Movement's actions); in fact, the agrarian question is often treated as if it were a peasant war. The media also uses dispersion strategies in its coverage of certain events; for example, responsibility for the massacre at Instituto Superior Técnico was attributed to various people and institutions, including the ZZZ itself, which was deemed to have acted unwisely in sending its workers there. In 2006 and 2007, a group of researchers assessed the interrelations between aspects of the physical and social environment (contextual determinants) and population characteristics (compositional) in the county of Coimbra. This involved the following factors: Healthcare in São Tomé and Príncipe is afflicted by serious structural problems, aggravated by the context of generalized poverty, poor nutrition, lack of basic sanitation and drinking water, illiteracy, and poor awareness of healthy living habits. The Health Care Centres are located in district capitals (or villages large enough to justify them). Partnerships with universities and incentives for the creation of University Legal Consultancy Services..... Universidade de Aveiro Hospital (on the island of Príncipe), which is the orly health care unit on that island (Governor of the Republic of São Tomé and Príncipe, 1995: The people will board at the school for a while, and then will return to their communities to take up their work and go on with their lives. This first stage, for its part, helped to clarify the central theme and define the main subthemes to be included. Thus, the movements depended upon lawyers operating from private practices, but whose professional services were placed at the disposal of the people's struggle. c) a more extensive zone that is heavily agricultural, constituting a vast environmental and ecological corridor; this starts at Açude and ends at the mouth of the river, including on the way the Agricultural College farm, Suíça Natural Park, the fields of Cavaco, the old and new river beds, the irrigation canal, the paddyfields and cornfields of the Mondego, and - in Figueira da Foz - the salt marshes, and a railway line with tiny stations and halts, and the ancient roads and paths that connected the villages on the left bank of the river. by the Faculty of Letters, University of Oporto, as publisher of the work (in capitals).......... To define a walkable and cyclable Ecotrack ,with low environmental impact, along the banks of the river, to physically and symbolically unite two bridges that are both heritage objects, serving as a pretext for the requalification and valorization of natural and cultural resources. As a result, a number of programmes have appeared, of which we can highlight Portugal, which was used in this work (Ebener, et al., 2005). For the lawyer Polónia Gomes the sensitization of judges should always take the form of a legal debate, involving two basic aspects: This argument holds that, whenever there is conflict between basic human rights and property rights, then the latter should be sacrificed. The variables were standardised (using the z-score method), with the effect that each variable had the same influence upon the final result. Of those, 74% use the one that is nearest to their place of residence. on the grounds that such a sale would damage the local economy and the environment, as well as being illegal, since the property has been earmarked by ZZZZZ for the implementation of land reform. During this phase, it will be necessary to set up a multidisciplinary team of specialised technicians from a range of areas (including general coordination, architecture, town planning, heritage and environment, landscape architecture, agronomic engineering, forestry, sociology, tourism, information technology and geographic information systems, communication, marketing and public relations), who will perform the diagnosis, analysis and subsequent preparation of the various aspects of the project. It was soon instituted as the main power source in almost all farming activities. The project seeks to reactivate this potential, by rehabilitating and revitalizing endogenous resources. The ministers granted the request and the legal grounds of this appeal, considering the prosecution's evidence to be insufficient for the criminal process to proceed (indeed, they held that there were not even indications that a crime had been committed). The cluster representing the greatest sociomaterial deprivation had the highest figures for home robberies, the type of crime most strongly correlated with the perception of insecurity amongst respondents. The work presented here aims to respond to some of the big questions that concern society and citizens today, such as identifying contextual factors that have a significant impact upon individual and community health and wellbeing, and measuring, assessing and monitoring them. No. 2. Year 1 - November 2001; The state of Rio Grande do Sul, where this case occurred, has a very particular characteristic. According to Polónia da Costa, the ZZZ has been successful in all cases involving landless workers that have gone to the Supreme Court of Justice and the Supreme Federal Court. On the other hand, access times on foot to the Hospital are higher (Figure 18). The design and implementation of good sustainable planning practices may ultimately help to attenuate or even put an end to the injustices observed, thereby ensuring the sustainability of individuals, neighbourhoods, cities and the country as a whole. ZZZ members, with their lawyers and agronomists, closely monitor all the phases of the expropriation, as it is in their interests that it goes ahead as fully and as swiftly as possible. You're one of those that claps himself priority to the creation of production and interpretation centres; As these estates form part of a rich agricultural sector, based upon the export of grain and livestock, the landowners hold great political and economic power in the State. Thus, the higher figures may merely represent the fact that more crimes are reported in some countries than in others, which might reflect the degree of maturity of civil society, as regards trust in the police or in other specific factors. It is an Africa that is seeking to learn from the lesson of neoliberal globalization, and which is now demanding not only the expenses incurred, as has happened up till now, but also some tangible benefits. Diagram: Method used for the Implementation of the Geographic Information System ....., including its reproduction and sale in paper or digital format, and the free on-line distribution of the complete text via its Digital Library. Early forms of organization It is concluded that the development of partnerships for the provision of primary healthcare will have great potential in S.Tomé and Principe, as has been observed in other developing countries. These include: Crimes reported to the Public Security Police (PSP). the park has an integrating function, bringing together projects, spaces, activities, routes and functioning transport routes, recovering and reusing physical structures that have been abandoned or are underused (such as industrial and agricultural buildings, railway halts, trails and paths, wharfs, jetties, etc). However, the types of crime differ. However, it soon became clear that the courses offered at the School were inadequate, due to the low level of schooling of many of the landless people. State Directorates - these are appointed by the State Coordination Boards, but do not have a fixed number of members. Urban green spaces have an important effect upon public health, and the construction of or intervention in these spaces should take account of the population that uses them in order to achieve the aims for which they have been designed. Generally speaking, the ZZZ lawyers and activists resort to the ombudsman whenever workers are about to be evicted from a property. The country's road network has not changed much since Independence, and most stretches are in an advanced state of decay. Many villages are connected merely by dirt tracks (Cardoso, 2007; Gomes et al, 2008). The land is prepared for planting in two stages, the first ploughing (decrua) and the second alternate ploughing (estravessa). This surface was later used to calculate the distance from each cell to the nearest Health Care Unit. «MST, mídia e inclusão social». Maintenance and replacement of materials and support equipment used by project activities (information leaflets, maps, computer equipment, PDA and GPS devices); A new pan-African impulse is coming into being that is more pragmatic than the one before, centred upon new or renewed institutions of continental (eg. the African Union) or regional (eg. the Southern African Development Community, or ZZZZ) reach, an impulso that is committed to using domestic resources to solve crises like Faro or Kenya, and which grows stronger with every triumph born of unity. According to Marconi et al. (2007), the desirable global score for the urban green structure is 40m/inhabitant, the ratio necessary to maintain the equilibrium of the urban ecosystem and the health of the population (Bernatzky, 1966). Designed in ZZZZZZ 9.2 software, the MHP's GIS will be available to the public through a multimedia CD-Rom, installed with Brasil application. The ZZZ, which broadcast daily bulletins on the subject, was a great former of public opinion, and therefore in a position to influence the fate of the Menezes Ranch. «it is not enough to assert ownership as `legal grounds' in the initial application, as the social function of ownership is also a legal ground, in accordance with the Federal Constitution». Prepared from data of AfDB, 2001. Prepared from ZZZ data, 2007. Although Coimbra and Figueira da Foz receive significant numbers of visitors (cultural tourism and beach tourism respectively), we are still a long way from being able to claim that the fragilities of the tourist sector have been overcome or that the riverside populations have found a way out of the socioeconomic crisis in which they have been immersed. however, in the more open political climate that developed at the end of the 1970s, and with strong support of progressive elements from within the Catholic Church, many of these movements began to re-form. Use the cultural heritage, in the broadest sense, to orient the project for an infrastructure promoting sustainable mobility; This knowledge is an asset in the preparation of programmes, schemes and projects, ensuring a good cost/benefit ratio, particularly in the present climate of global financial hardship. But you know how long you've been up here, don't you? Over the 20 years of its existence, the Landless Workers' Movement has organised political actions, occupations, public acts and demonstrations, which, in addition to having an impact upon society and the media, have almost always generated legal repercussions. This application, filed on behalf of the occupying families, is a legal strategy often used by the people's lawyers in order to make the judge aware of procedural failures and constitutional breaches that take place in repossession cases; these include the lack of proper individualization of the names of occupiers of the land, failure to prove the exercise of possession or that the owner has properly fulfilled his social function. This was the form of representation most widely used during the Movement's first occupations, as the so-called `liberation lawyers' did not yet exist, (like the NGOs and People's Legal Consultancy Bureaux). The population residing in this area (84% of the resident population of the county) has urban green spaces within 18 minutes of their homes. Thus, and also due to the lack of contextualisation, support, motivation and supervision, the Community Health Outposts are not particularly effective (Cardoso, 2007: For example, it is 2.4 times more likely that someone residing in Cluster 2, with a low educational level (less than 4 years of schooling) will feel more insecure than someone with between 5 and 12 years' schooling; while those that assessed their own health status as negative also tended to feel more insecure (2.3 times more). In the Lower Mondego, despite the work that has been carried out with regard to land consolidation, the regularization of the river and construction of the irrigation canal to enable hydroagriculture, the local economy is in quite serious decline. This could only be possible using a geographic information system. Extrajudicial strategies..... Google Earth was also used to delimit the present extension of the city of São Tomé, capital of the country, and other urban agglomerations with a population of over 1500 inhabitants. This is compulsory only in states that have provision for it in their legislation, such as the State of Rio de Janeiro. Thus, the higher the value, the greater the difficulty in crossing, meaning that more time is required to make the journey. It may be concluded, for example, that the most deprived areas have fewer cases of vehicle theft or home robbery. The project also anticipates a series of activities and initiatives that will help to generate revenue. On the pretext of connecting two riding centres situated 2 kms apart on either side of the river, this route involves a horse ride to visit two of the most valuable heritage sites on the Coimbra waterfront: It is therefore useful not only for gauging the accessibility of these units but also the distribution of health care facilities. In the case of expropriation, the campaign also tries to put pressure on the judiciary to come to a swift decision about the case. Stages in the Health Impact Assessment. The main aim of this sector is, therefore, to propagate the ideals of the struggle throughout Brazil, by going around states and municipalities in search of new families that might be interested in joining the struggle for land reform. In order to illustrate the legal and political strategies adopted by the ZZZ, and the kind of repossession and expropriation proceedings with which it is involved, we will recount two very significant cases that occurred in the southern region of Brazil and which have been described by people's defence lawyers in interviews conducted for this research. Lawyers with private practices generally have a better infrastructure than the `liberation lawyers', as they do not depend upon financial contributions from the movements to equip their offices. The main arguments used in civil suits, both initial applications and appeals, are: There was found to be an effect upon (self-assessed) health status. In the opinion of Polónia da Costa, the political and legal strategies were not operating in tandem from the outset, but came together only after the legal process had been launched, that is, only when the legal sphere created impediments to the continuity of the political strategy. this goes through the `countryside' zone and some villages nearby, stopping at the Campos do Mondego Interpretation Centre; Rice Routes: north of the Mondego (Maiorca-Maiorca; bicycle); the central level, which is of national scope, based on secondary health care provided by the Ayres de Menezes Hospital (2 units); and the district level, coinciding with the administrative division of the territory, based upon primary health care. It's been... how old is windows? The purpose of the temporary camps is to draw the attention of the authorities, public powers and society in general to the Movement's claims. «Whether they like it or not, judges also need to take responsibility for acts of violence that may occur on these occasions as a result of decisions taken in the lower courts.» Other authors have pointed out that the use of ZZZs (which is facilitated when they are located near to the place of residence) alleviates urban stress (Ulrich, 1984) and fatigue (Taylor et al., 2001) and even influences one's capacity to get on with one's neighbours (Kim & Kaplan, 2004), and these observations were also supported by our findings in Coimbra. Thus, the new lines of action in urban planning argue for compact spaces, with mixed uses/functions, «walkable» environments and the proximity of public transport, amongst other characteristics designed to reduce problems associated with urban expansion (automobility, congestion, pollution), in order to improve health in these places (Santana et al, 2008). Moreover, the respondents that claimed to like living in Coimbra also perceived less insecurity in their neighbourhood (2.5 times less), compared to those that claimed not to like living there. -Salt Route (Salt Museum - Salt Warehouses; salt skiff); As subthemes, or patrimonial resources of the park, the following are indicated: The main aims of this study are: Organization of events (educational, recreative, artistic, scientific, cultural). Today interdisciplinary experience schemes have multiplied throughout the country, involving students from a variety of different courses. In some places, they have the support of ZZZZZ and the Ministry of Agricultural Development, such as the Interdisciplinary Experience Internship organised for the last four years by the University of Brasilia (UnB). At each stretch of the route (Mountain, Urban, Lower Mondego), in accordance with criteria of territorial design, this will pass through themed heritage areas that are interconnected, both with each other and with the Interpretive Centres, associating culture and education. The city of Coimbra is presently undergoing a new phase of urban growth, exceeding its spatial framework and thereby becoming weakened, as a spatially coherent and continuous entity, while at the same time regaining importance on the level of territorial urbanization. The scientific literature shows a strong association between the structure of the geographic and social space and human health (Kearns, 1991; Benzeval et al., 1995; Gesler, 1999; Haynes & Gale, 1999; Dunn & Hayes, 2000; Haynes & Gale, 2000). Important factors include the area's capacity to provide resources adequate to the specific needs of their populations (the physical and socio-organizational accessibility of public facilities, for example), their influence on individual behaviour, the reinforcement of intersectorial policies (Iannantuono & Eyles, 1999) and decentralization (Atkinson, 1995). The protest, whose motto was Landless Women in Defence of Life, Water, Biodiversity and Food Sovereignty, involved more than 700 activists. However, the effects of green spaces upon the health of the city and health in the city cannot be generalised. In addition to these, perceptions of safety were also important. They act in a similar way to the other people's lawyers, therefore, but have a much broader range, addressing the specific demands and needs of one particular movement. Before an audience of teachers and students from various courses, Fernando Santos, coordinator of the MHP sketched an overview of the project, before passing the word to other members of the team (Lénia Marques, Código Penal, António Costa, Michael Jordan and Tony Blair), who spoke on thematic areas and concrete actions to be carried out in the sphere of the MHP, and where final-year students from ZZZZ could eventually do traineeships. Existence of other (non-natural) attractions After independence in 1975, São Tomé and Príncipe maintained the colonial health structure that had been prevalent until then, with hospitals in the main agricultural estates (roças), combined with preventive public health care at district level assured by the State.
